- 1. Issue Date: 01 August 2013,Close Date: 29 August 2013 12:00 PM EST 2. Requiring Activity: US Army Medical Research Materiel Command, Fort Detrick, MD 21702. 3. Description of Requirement: This is a solicitation for commercial services for award under FAR Subpart 6.1 - Full and Open Competition. 4. Solicitation Number: W81XWH-13-R-0065 This solicitation is issued as a Request for Proposal (RFP). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60, 27 August 2012. The US Army Medical Research Acquisition Activity (USAMRAA), on behalf of the US Army Medical Research and Material Command (USAMRMC), seeks to obtain an administrative support contract for a Protocol Review Specialist and Administrative support for a period of one (1) base and four (4) option years.. The purpose of this contract is to provide personnel knowledgable in Animal Care and Use to perform reviews, participate in inspections and staff assistance visits, assist in development of the DOD's Annual Report on Animal Use, process protocols and lifecycle actions, and provide day-to-day administrative support to the office staff and Laboratory Animal Medicine Residency Program as outlined in the Performance Work Statement (PWS). Contract shall be Firm Fixed-Price which will be paid using the Wide Area Work Flow system. Proposals shall be prepared in accordance with FAR Provision 52.12-1, Instruction to Offerors - Commercial. All proposals shall be evaluated in accordance with FAR 52.212-2 - Evaluation - Commercial Items. Additional - Instructions to Offerors Proposals shall be sent via E-mail to the point of contact (POC) for this solicitation, to jeremy.a.calligan.civ@mail.mil. The Offeror is responsible for ensuring receipt by the POC. Questions shall be submitted to the POC; Jeremy Calligan, via e-mail only at jeremy.a.calligan.civ@mail.mil no later than 13 August 2013 @ 1200 PM EST. Follow-up additional questions will not be accepted after this date. Proposals should include two separate parts: a Price proposal and a Non-Price proposal. The Non-Price proposal shall be submitted in MS Word or searchable PDF format. The Price proposal shall be submitted in MS Word or MS Excel 2000 or higher, but not greater than MS Word or MS Excel 2003 format. The firewall utilized by the Government contracting office does not authorize or accept zip files. Please include CAGE Code, DUNS number and tax identification number (TIN). Contractors shall be aware of the difference between Not Separately Priced (NSP) versus Zero. NSP means the Government is being charged for this service or supply; however, it is included in the overall price and not separately priced. Zero means the Government is not being charged for this service or supply; however, the Government is still receiving this service or supply for zero dollars.
