- Statement of Objectives The 628th Air Base Wing, Joint Base Charleston, South Carolina requires comprehensive education program services (grades 6 through 12) for the installation. Interested parties must be willing to locate to Charleston, South Carolina and construct school facilities on the installation's premises. Attached to this announcement is the Statement of Objectives. This statement includes the general requirements that will be expected of the selected school. Requests For Qualifications (RFQ) will be forwarded only to those who express interest in pursuing this opportunity. As such, all interested parties should contact Mr. Jeffrey Garrett at (843) 963-1471 or jeffrey.garrett@us.af.mil within two days after close of announcement. The RFQ will contain instructions and information on how each proposal will be reviewed and evaluated. The RFQ will also contain a date by which it should be received.
