The United States Government, represented by the Department of State, is seeking applications from U.S. citizens interested in providing the PSC services described in the attached. JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR A. BACKGROUND. The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the U.S. Department of State (DOS). INL's Office of Western Hemisphere Programs (INL/WHP) is the designated lead for INL capacity building programs within the Western Hemisphere. The International Narcotics and Law Enforcement Section within the U.S. Embassy in Kingston, Jamaica (INL-J) is responsible for development, implementation, management and monitoring of INL capacity building programs in Jamaica. B. PURPOSE. The Advisor will support, assist, and advise INL-J on activities pertaining to law enforcement programs conducted in Jamaica. STATEMENT OF WORK • Assist INL-J in planning, developing, implementing, managing, and monitoring INL-funded programs that provide training, equipment, and commodities to improve the capacity and performance of Jamaica law enforcement agencies. • Support INL-J coordination efforts with recipient agencies and offices, vendors, the Embassy Budget Office, and all INL offices to facilitate the procurement and delivery of training, equipment, commodities and other items to recipients. • Aid INL-J to ensure commodities and equipment are deployed in an effective manner; that demonstrable progress is made by recipients toward project goals; and report difficulties in project implementation to the INL-J Director when observed. • Assist INL-J in working with U.S. law enforcement agencies to coordinate U.S.-provided training, logistical support, and technical assistance. • Assist INL-J in working with Jamaica, U.S. and international law enforcement agencies and development partners to plan, develop, implement and monitor strategies and programs for law enforcement capacity building. • Provide subject matter expertise to INL-J to assist in its reporting responsibilities, to include budget requests, spending plans, quarterly and monthly operations reports, end-use monitoring reports, the International Narcotics Control Strategy reports (INCSRs I and II), Project Performance and Review (PPR) reports, the Advanced Acquisition Plan (AAP), and other reports as required. • Provide subject matter expertise in drafting letters, cables and other reports on INL-J activities and developments for the INL-J Director's review. • Support INL-J in providing briefings and program evaluations as required, and support high-level visits relating to INL-supported law enforcement programs. • Provide support to the Public Affairs Section and the Ambassador's Office in organizing public events to publicize INL-J law enforcement activities when necessary. • Comply with State Department, INL, and Embassy Jamaica rules, regulations, policies and guidelines. • Ensure proper management and safeguarding of classified material/information and comply with EEO regulations. GUIDELINES Guidelines consist of USG and Department of State Acquisition Regulations. In addition, incumbent must be able to determine application of basic administrative policy statements concerning the issue or problem being studied, and may include reference to pertinent legislative history, related court decisions, state and local laws, or policy initiatives of agency management. The incumbent must also consider and adhere to various other existing federal regulations, and the interaction between DOS policies, legislation, the Foreign Assistance Act, and other authorization and appropriations in the INL account, applicable National Security and Presidential Decision Directives, OMB Circulars, and DOS financial operating procedures and policies. The incumbent is recognized as a substantive authority on overall management and/or interpretation of guidance on program and project planning and evaluation in a specialized area. II. MINIMUM QUALIFICATIONS • U.S. Citizenship able to attain and maintain a Department of State Top Secret Security clearance and Medical clearance. * Ability to obtain/maintain the Contract Officers Representative (COR) course through the Foreign Services Institute (FSI) within 120 days of arriving at Post. • A Bachelor's degree from an accredited educational institution, or equivalent (e.g. Associate's Degree with 5 years relevant experience) in a field such as law, law enforcement development, international development, international affairs, social science, or business administration • Ten (10) years general administrative and program management experience • Five (5) years progressive employment experience in INL-managed law enforcement capacity building and counternarcotics programs is required, with a demonstrated knowledge of INL procurement and financial management regulations and requirements • Strong interpersonal and communications skills, and experience dealing with host government and USG officials in a multicultural environment; previous overseas experience working with host governments in Latin America and the Caribbean preferred • Proficient in Microsoft Office Suite • Successful leadership experience in a multicultural environment and a demonstrated ability to make sound decisions in a timely manner • Demonstrated initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts, as well as an ability to work on and bear responsibility for several simultaneous projects while keeping the overall program goals in perspective • Experience working within Jamaica is highly desired III. POSITION ELEMENTS PERIOD OF PERFORMANCE The period of performance for this order will be one year from the date of award, with the option to renew for a second pending period of performance. RELATIONSHIPS The Advisor receives direct government oversight and daily assignments from the Director of the International Narcotics and Law Enforcement Section of the U.S. Embassy in Kingston, Jamaica. SECURITY CLEARANCE A Top Secret security clearance is required; however, the Advisor may begin work with an interim Top Secret security clearance. LEVEL OF EFFORT Hours for this full-time position will be the core hours of INL Jamaica, Monday through Friday, 40 hours per week. IV. EVALUATION CRITERIA Meet the minimum qualifications for this position • Ability to effectively plan, develop, implement, manage, and monitor programs in compliance with applicable U.S. government rules and regulations, standards of conduct and ethics; and to interact and coordinate effectively with host nation, U.S. government, and international agencies and offices in achieving those objectives (60%) • Ability to prepare and submit written reports in a timely manner, and conduct oral briefings as required (20%) • Ability to take independent action, analyze problems, and provide focused solutions (20%)
