Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Kentucky National Guard seeks a self propelled vehicle to move a UH-72a Lakota in and around parking and maintenance hanger facilities. Gross weight of the helicopters will be up to 9500 pounds. Although the principle operation environment will be in and around a developed airfield facility in Frankfort, KY, the Government seeks a product that is also capable of operating on unimproved areas such as gravel and grass. Vehicle should also operate under winter weather conditions including both ice and snow. Electric/battery powered motor, with sufficient torque and wheel traction to be capable of crossing hangar rails and steps, along with sloping grade. Intended operation environment will not always be level or hard-stand quality. Safety system needs to activate and emergency braking system in the event of unit hydraulic pressure failure and accommodate an emergency towing system. Electrical systems needs to include an appropriate auxiliary power unit (APU) with standard aviation receptacle and converter (step down to appropriate aircraft voltage). System should include a light system for operations at night and an extra battery capability/compartment. System should support a UH-72a Lakota with a belly mounted FLIR camera systems.
