Description
Description: This Request for Information (RFI) is being posted by the Marine Corps Systems Command. The Marine Corps Systems Command, Quantico, Virginia seeks sources and information for Secure Mission Data Loaders (SMDL). The Secure Mission Data Loader is a stand-alone USB device with a user removable Gigabyte Flash Memory card. Since Flash Memory is "steadystate", it shall be able to withstand environmental conditions that most mechanical drives cannot. The SMDL shall be compatible with all operating systems, provided the OS recognizes USB devices. Concept of Employment: The Joint Battle Command - Platform (JBC-P) Family of Systems (FoS) is a digital, battle command information family of systems that provides integrated, on the move, timely, relevant Command and Control (C2)/Situational Awareness (SA) information to tactical combat, combat support and combat service support commanders, leaders, and key C2 nodes. JBC-P FoS uses hardware and software developed by the US Army Force XXI Battle Command Brigade and Below (FBCB2) Project Management Office. The current increment of JBC-P FoS uses the FBCB2 Joint Capabilities Release (JCR) software. The SMDL is used to transfer data between JBC-P systems and other USMC C2 Systems. The specifications for the Secure Mission Data Loaders are as follows: Capacity : 16GB Speed : Read : up to 31MBps/ Write : up to 24MBps Waterproof : MIL-STD-810F Temperature : Operating: 0C to +70C Storage : -40C to +85C USB : 2.0 OS : Microsoft Windows XP SP2+/Vista/7, Mac OS X 10.5+, Linux 2.6+ Hardware Encryption : Data: 256-bit AES Cipher-Block Chained mod, PKI: 2048-bit RSA, Hashing: 256-bit SHA, FIPS Validations: 140-2 Level 3 Software Compatibility : Demonstrated compatibility with Force XXI Battle Command Brigade and Below (FBCB2) Joint Capabilities Release (JCR) Commercial firms possessing a device with the characteristics described in the Concept of Employment are encouraged to submit product brochures, product descriptions, specifications, and capabilities statements. Annotate if the product is offered on the General Services Administration schedule and provide the schedule number if applicable. Provide a test and certification summary delineating what tests and certifications the system adheres to, for example, MIL-STD-810F Method 516.5 Shock or NIST FIPS 140-2 Level 3. Provide a components list for the base system and any additional components. Discuss specific aspects of the SMDL functionality Submissions should also address the topics: o Device attributes and capabilities o Technical maturity to support government requirements o Information assurance o Open architecture o Interfaces o Joint interoperability o Performance based logistics, warranty, or support plan o Rough Order of Magnitude (ROM) pricing Limit responses to 20 pages (one sided) 12 point font. Responses will be reviewed to identify firms potentially capable of fulfilling the Government's requirements. The purpose of this RFI is for planning. It is a market research tool and is not a request for proposal. The Government will not award a contract on the basis of this RFI, or otherwise pay for the information requested. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. The posting of this notice shall not be a commitment on the part of the Government to issue a solicitation. Submission of a response is strictly voluntary and no entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and Government use of such information. The Government recognizes that proprietary data may be part of this effort. If so included, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Responses to this RFI shall be mailed to Marine Corps Systems Command, Attn: Levi Alexis, 2200 Lester Street, Quanitco, VA 22134-6050 on or before Close of Business (COB) 30 August 2013.
