- Description
- The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on a 100 percent 8(a) competitive set-aside basis, operations, maintenance, and administration services for the base telecommunications system at Naval Air Warfare Station, China Lake, CA. The China Lake Telecommunications System (CLTS) is located at China Lake, California, which is a Department of Defense facility adjacent to the city of Ridgecrest located in Californias upper Mojave Desert. China Lake is a complex of laboratories, offices, instrument test stations, ordnance storage areas, gun and missile sites, ground/air test ranges, and an airfield. China Lake covers 1,777 square miles with approximately 1,113 buildings and a working population of approximately 6,600 Government, Contractor and Military employees. In addition to operations and management services, the successful offeror will be required to provide additional CLTS switching equipment, transmission equipment, station wiring and equipment, outside plant cabling and equipment, and other supporting equipment to meet service requirements of CLTS subscribers, as well as supporting existing key systems and station wiring (located in secure areas) that were grand-fathered into the new system. No construction services shall be provided under this requirement. The period of performance will be a base year with 4 one-year options for a total of 5 years. The performance period will begin 01 January 2014 and end 31 December 2019. A complete Performance Work Statement (PWS) will be provided with the Request for Proposal (RFP). A site visit to further describe the requirements will be held at China Lake, California on 4 and 5 September 2013 starting at 9:00 A.M. The Government will not provide transportation for the site visit. Contractors wanting to attend the site visit must submit their company name, names of individuals, and how many will attend on or before 27 August 2013. Additional requirements for site visit will be provided in the RFP. Contractors do not have to attend the site visit to submit proposal. Contractors must be registered in the System For Award Management (SAM) to be eligible for an award. The RFP will be released on or about 19 August 2013 and close thirty (30) days thereafter. The RFP will be available through the Federal Business Opportunities (FEDBIZOPPS) website. Questions should be addressed to Sue Casey and must reference N68936-13-R-0019. The U.S. Government will not pay for any effort or materials expended in responding to this announcement.
