Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. The Naval Undersea Warfare Center Division Newport has a requirement for services for gap coverage for the maintenance and operation the Seneca Lake and Dodge Pond Facilities. Computer Science Corporation previously performed these services under N00178-04-D-4030-FD06. The NAICS is 541330; size standard is $35.5M Employees. This requirement is solicited on an unrestricted basis. A firm fixed price, not to exceed type purchase order is anticipated. Total estimated Level of Effort is 3,500 man-hours. Service Contract Act (SCA) will be applicable if proposed SCA labor hours exceed 20% of total hours. Clearance to SECRET level is required. The evaluation factors for award are Technical Capability, Past Performance and Cost. Further details will be provided in Solicitation #N66604-13-Q-2615, which is anticipated to be released 8/14/13. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. Required period of performance is approximately October 1, 2013 through December 31, 2013. F.O.B. Destination Naval Station Newport; Newport, RI. For further information on this requirement contact Andrew Nagelhout at 401-832-3844, Fax 401-832-4820, andrew.c.nagelhout@navy.mil. Amendment #1 The purpose of this amendment is to answer questions 1 and 2 as follows: Q1: I am writing to inquire what the plans are for this effort once the contract, awarded via the subject solicitation, expires in December. Will a competitive follow-on be solicited? A1: This small purchase constitutes gap coverage for a solicitation that will be solicited in Seaport-e and posted in the Seaport-e portal for which a solicitation number has yet to be established. Q2: Also, is this a total follow-on to the incumbent task order? Or only to small portions of it? A2: This is not a total follow-on to the incumbent task order. This is a partial follow-on solely for mission critical services where the Government cannot afford to have laps in coverage.
