INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), Policy and Program Analysis Branch (PPAB) of the Office of Policy, Communication and Education (OPCE) within the Office of the Director (OD), intends to negotiate and award a purchase order on a noncompetitive sole source basis without providing for full and open competition to American Human Genome Society (ASHG), 9650 Rockville Pike, Rockville, Maryland 20814-3998 to provide NHGRI fellows training in Genome and Genetics. This is a follow-on requirement. Background : The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), the Policy and Program Analysis Branch (PPAB) of the Office of Policy, Communication and Education (OPCE) within the Office of the Director (OD) conduct policy development and analysis that enables the National Human Genome Research Institute (NHGRI) to pursue its mission. In 2002, the NHGRI and the American Society of Human Genetics (ASHG) established a fellowship program designed for genetics professionals with an advanced degree who are early in their careers and interested in the development and implementation of national genetics health and research policies. The fellow is given the opportunity to participate in policy analysis at the NHGRI and ASHG and to work directly with the US Congress. Purpose and Objective : At the start of each fellowship, the fellow works at the NHGRI in the Policy and Program Analysis Branch for approximately 4 months. The fellow participates in a variety of ongoing policy activities, and in processes such as the development of the federal budget. The fellow then works approximately 9 months in a Congressional office and/or Congressional committee involved in genetics related public policy issues. In the last three months, the fellow is given the option to extend their stay with Congress, or to work at the ASHG. The fellow is expected to do background research and analysis on policy issues of importance to NHGRI and the human genetics community, and to prepare summaries on issues for a variety of audiences. Writing tasks may include preparation of testimony, policy analyses documents, documents and position statements. The fellow participates in a variety of forums and is expected to represent the involved organizations effectively in individual meetings and larger settings. Estimated Period of Performance : Base Contract with four (4) Option Periods for 12 Months Each. Base: September 1, 2013 through August 31, 2014 Option 1: September 1, 2013 through August 31, 2014 Option 2: September 1, 2013 through August 31, 2014 Option 3: September 1, 2013 through August 31, 2014 Option 4: September 1, 2013 through August 31, 2014 Justification: The American Society of Human Genetics (ASHG) serves research scientists, health professionals, and the public by providing forums to: advance genetic research by advocating for research support, enhance genetics education by preparing future professionals and informing the public, promote genetic services and support responsible social and scientific policies. The ASHG uniquely represents the genetics community, and no other organization has a mandate that includes advocacy, outreach, policy and education around genetics. These are the very foundations on which the fellowship is based. The ASHG is uniquely suited to co-sponsor the policy fellowship, their mission and goals align very closely with those of the NHGRI. The fellowship is in its eleventh year, with ten highly successful fellows now alumni of the program. It is part of a close ongoing relationship between the ASHG that includes extensive NHGRI participation in the ASHG annual meeting (http://www.ashg.org/2012meeting/) membership of the ASHG executive vice president as an ex officio representative at the National Advisory Council for Human Genome Research (http://www.genome.gov/10000905) and extensive education partnerships, for example, National DNA Day http://www.genome.gov/26525485. Regulatory Authority : This acquisition is conducted under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1). ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 813920, Professional Organization and the Small Business Size Standard is $14.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-67 (July 22, 2013). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
