- The FAA has determined that adequate competition exists to set-aside competition among small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses 8(a) certified firms. The Agency intends to issue a Screening Information/Request for Proposals on or about August 20, 2013, for government contractor audit and advisory services nationwide. A copy of the SIR will be forwarded if your firm meets the capability requirements described in this announcement. The audits must be performed in accordance with Generally Accepted Government Auditing Standards (GAGAS) and good accounting practices. These services will include, but are not limited to: examination of proposals, incurred costs audits, interim and final contract billings, contract audit closing statements, financial capability, accounting systems, estimating systems, purchasing systems and other internal controls within the contractor ™s operational environment. Non-audit services include, but are not limited to: comparison of accounting practices used for proposals against incurred costs, verification of direct/indirect costs with the manner in which such costs are recorded in the books and records, verification of labor rate calculations, and verification of proposed or claimed amounts to supporting data. The FAA tasks will focus on contractor incurred cost audit compliance with (GAGAS) and Defense Contract Audit Agency (DCAA) audit programs and methodologies/definitions per DCAA Audit Manual, both are available at www.dcaa.mil. The successful contractor shall be a licensed Certified Public Accounting firm with at least 3-5 years of experience in performing audits applying GAGAS. In order to make a capability determination and to be considered eligible for participation in a subsequent request for proposals, the, the FAA requires the following work samples from interested vendors as described in a A through D below. All submissions should be marked: Proprietary Information. Proprietary Information refers to patents, trade secrets, trademarks, copyrights, intangible property such as those accepted as a result of case law, statutes and regulation, except where government has had a prior right A.The Capability statement should specifically identify your experience in the types of audit services the FAA is seeking. Please include reference contacts: names, addresses and emails. 1. Redacted copies of two audit reports prepared by your firm should be marked as Proprietary Information on each page. 2. One Incurred Cost Audit. 3. Either a Forward Pricing Rate Proposal Audit or Forward Pricing Proposal Audit 4. Either a Post-Award Accounting System Audit or Paid Voucher Review B. Complete the Business Declaration Form (attached). C. Describe how your company will manage performing the work in multiple geographical areas. D. Describe the expected programmatic approach (in-house, teaming, sub-contracting, etc). Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses.
