Fast Data QASP Fast Data Performance Work Statement Combined Synopsis/Solicitation This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation on FedBizOpps; quotes are being requested and a written solicitation will not be issued. Solicitation H92240-13-T-0520 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-68, effective June 26, 2013 and DFARS Change Notice 20130705. NAICS code 611430 Small business size standard $10.0 Mil Proposal Submissions: Quotes are due, 12 August 2013 at 13:00 p.m. Eastern Standard Time. Quotes must be valid for 60 days. No facsimile quotes will be accepted. All quotes must be clearly marked with RFQ No. H92240-13-T-0520. Contractors are responsible for verifying receipt of their proposals to this office before offer due date and time. Accordingly, a simplified/streamlined acquisition process will be used in the evaluation and award of this contract. "INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS" •1. GENERAL •(1) In order to ensure that all questions submitted by potential quoters are answered prior the solicitation closing date, one consolidated list of questions concerning the solicitation should be submitted via E-mail to the Contract Specialist, Arethalia Whitfield at arethalia.whitfield@navsoc.socom.mil •(2) All electronic files and versions of quotes shall be compatible with Adobe Acrobat 9.0 and Microsoft Office Suite version 2007. The quoter shall be responsible for ensuring that their electronic quote via CD ROM is virus free. If the Government finds a discrepancy between the original paper copy of the quote and the electronic copy provided on the CD ROM, the paper copy will take precedence. Quoters shall submit their quotes as specified below. Naval Special Warfare Group Four Contracting Department Attn: Arethalia Whitfield 2220 Schofield Road Virginia Beach, VA 23459-8838 REQUIREMENTS FOR QUOTE CONTENT •(1) Quotation Page Limitations: The following page limitations are established Title Hardcopy Quote Quantities Page Limit Technical 1 Original, 1 Copy/ Email 10 pages Past Performance 1 Original, 1 Copy/ Email 12 pages Each submitted is limited to the maximum number of pages as defined in the table above. The page limitations are inclusive of the executive summary and any charts, diagrams, and/or other graphics. Graphics (including tables) in the quote may use an alternative font with 8 point size type or larger. Each "page" is defined as one sheet, 8 ½ x 11, with a least one inch margins on all sides, using a font with a point size of 12 or greater (e.g., "Times New Roman" style with 12 point font). Lines shall, at a minimum, be single-spaced. Pages shall be consecutively numbered. Multiple pages, double pages, two-sided pages, or foldouts will count as an equivalent number of 8 ½ x 11 pages. The quoter is permitted to submit no more than one page for each of the following, which will not be included in the page count: a cover sheet, list of tables, list of figures, compliance matrix, and table of contents, tabs and dividers. Pages submitted in excess of the page limitations described above will not be evaluated. The price submittal is not page limited. The price proposal shall be prepared in accordance with the Clin structure. •· Page limits represent the maximum pages the Government will evaluate and are not construed as de factor standards for the amount of material expected in the quote. QUOTE CONTENT The technical quotation shall consist of two parts: (1) to include Technical and past performance. TECHNICAL - T he technical submission shall consist of descriptive information detailing how the quoter will meet the requirements of the performance work statement. •1 Technical Approach •2 Past Performance The quoter shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts within the past five years prior to the solicitation closing date that is the same as or similar to, the scope and magnitude of the work described by this solicitation. To demonstrate its past performance, the quoter shall identify up to three 3 of its most relevant contracts or efforts within the past five (5) years, and provide any other information the quoter considers relevant to the requirements of the solicitation. Quoters shall provide a detailed explanation demonstrating the relevance of the contracts or effort to the requirements of the solicitation. If subcontractor past performance is provided as part of its three (3) most relevant contracts or efforts, the subcontractor past performance will be given weight relative to the scope and magnitude of the aspects of the work under the solicitation that the subcontractor is proposed to perform. Therefore, the quote shall detail clearly the aspects of the work in the solicitation that the subcontractor is proposed to perform. The quoter shall complete a "Past Performance Information Form" for each reference submitted. The form is Attachment 2 to the RFQ. The form will count toward the page limit described above. For additional information regarding a particular reference beyond that which will fit on the form, the quoter may continue onto another sheet of paper. Such continuation sheet(s) for submitted references will count toward the page limit. In addition to the information requested above, quoters shall contact their past performance references and request that each reference complete the attached "Past Performance Report Form", Attachment 2, and e-mail the completed survey form directly to Arethalia Whitfield at arethalia.whitfield@navsoc.socom.mil by the DUE DATE OF THIS SOLICITATION. The government reserves the right to consider past performance report forms received after the due date of the solicitation and to contact references for verification or additional information. •2. PRICE - The quoter shall submit one original signed copy of the completed Quote addressing each Item number in the solicitation. •· Separate Pricing information shall be submitted for item number item as well as a total summary. •· The quoter shall provide a pricing spread sheet. •· The Government will provide a not-to-exceed total for each travel item number. •· All price and price supporting information shall be contained in the price submittal. Quoters are responsible for submitting sufficient information to enable the Government to fully evaluate their price quote. Quoters must be registered in the database to be considered for award. Registration is free and can be completed on-line at www.SAM.gov All quotes shall include price(s), a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate Delivery time frame. ADDENDUM to 52.212-2, Evaluation - Commercial Items (JAN 1999) is applicable to this procurement. (a) The contract will be awarded to the Quoter whose quote conforms to the solicitation provisions, is technically acceptable, with relevant past performance and provides the lowest cost to the Government. The following factors shall be used to evaluate offers: Factor 1: Technical Sub factor: Technical Approach (Acceptable/Unacceptable) Sub factor: Past Performance (Acceptable/Unacceptable) Factor II: Price Quotes will be reviewed in the order identified above. In order to be considered for award, a quoter must have received an "Acceptable" rating in every non-price factor/sub factors. LPTA non-price factors/sub factors for this requirement will consist of: Technical and Past Performance with sub factors under Past Performance consisting of Scope and Magnitude. Tradeoffs will not be used during the evaluation process. Quotes will be evaluated for acceptability. The Government will award a contract resulting from this solicitation to the lowest priced vendor that is determined acceptable in the non-price factors of technical acceptability. The following factors shall be used to evaluate quotes: Factor 1 - Technical Acceptability Sub-Factor 1 - Technical Approach: the vendor shall demonstrate a complete understanding and discuss their capability to fully implement and execute all requirements of the Performance Work Statement (PWS). The Performance Approach must include at a minimum the elements listed below: •· Demonstrate hands-on and in-depth experience with the FASTDATA web version; experience with the FASTDATA File Manager, Use of the STARS-FL Query Management Facility (QMF), expertise with Job Order Numbers (JON) and their construct; familiarity with DoD appropriations, appropriation concepts, basic appropriation law, the DoD budget process, flow of funds, incremental and full funding, allotment accounting, line of accounting and associated data elements, civilian labor budgeting, non-labor budgeting, reimbursable orders, operating budget targets, accounting with regard to execution, the role of the Defense Finance and Accounting Service (DFAS), suspense, exception processing, cost transfers, monthly closeout, monthly plus processing. Fiscal year-end closeout, new fiscal year startup, continuing resolutions and their impact, job order numbers (JON), JON rolls; should also have a general understanding of R-supply, DTS, and the DESC fuel Automated System (Purple Hub). •· Ability to provide dedicated helpdesk services as cited in the PWS In order to be considered Acceptable, quoters must receive an acceptable rating for the technical quote in its entirety. The quoter must address each of the areas in sufficient detail so that the government can reasonable determine that the quoter possesses the requisite ability to perform the contract. Quotes that simply reiterate the requirements and state that they possess the capability to perform will be considered Unacceptable. The Government will evaluate the quoter's Technical Acceptability based on the information received in the quoter's written quote. The Government will evaluate each quoter's technical quote in accordance with the ratings table below: TECHNICAL RATINGS Technical Acceptable/unacceptable Ratings Rating Description Acceptable Quote clearly meets the minimum performance and capability requirements of the solicitation Unacceptable Quote does not clearly meet the minimum performance and capability requirements of the solicitation. PAST PERFORMANCE ACCEPTABILITY - The past performance evaluation results is an assessment of the quoter's probability of meeting the minimum past performance solicitation requirements. This assessment is based on the quoter's record of relevant and recent past performance information that pertains to the services outlined in the solicitation requirements. Past Performance will be rated on an acceptable or unacceptable basis in accordance with the ratings and descriptions outlined in the table below: Past Performance Evaluation Ratings Rating Description Acceptable Based on the quoter's performance record, the Government has a reasonable expectation that quoter will successfully perform the required effort or the performance record is unknown (See below) Unacceptable Based on the quoter's performance record, the Government has no reasonable expectation that the quoter will be able to successfully perform the required effort. *NOTE: Quoters lacking relevant Past Performance history or for whom information on Past performance is not available will not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown past performance. In the context of acceptability/unacceptability, "unknown" shall be considered "acceptable. Evaluation will focus only on work experience already performed. Work yet-to-be performed, and work prior to the last 5 years, will not be considered. In addition, performance data will only be assessed for those references demonstrating at least 1 year of completed prior to the closing date of the solicitation. There are two (2) aspects/sub factors of past performance evaluation •(1) Relevancy - The agency will evaluate the quoters past performance to determine how relevant a recent effort accomplished by the quoter is to the effort to be acquired. In establishing what is relevant for this acquisition, consideration will be given to those aspects of a quoter's contract history that give the greatest ability to measure whether the quoter will satisfy the current procurement. Evaluation aspects of relevancy will include similarity of scope and magnitude. Magnitude: The measure of the similarity of the dollar value of actually performed work that exists between the PWS and the vendor's contracts/task orders. Magnitude will be evaluated on the dollar amount of work actually performed under the contract(s)/task order(s) during the relevant five-year period established by the solicitation. Scope: Experience in the areas defined in the Performance Work Statement (PWS). •(2) : Quality - Each past performance reference under each quoter's Past Performance quote that is found to have at least some relevance to the requirement will be evaluated to determine the quality of the quoter's performance under that reference. In order to verify past performance information and determine the quality of the past performance quote, the Government may contact some or all of the references provided, as appropriate and may collect information through questionnaires (Past Performance Report Form), telephone interview and existing data sources to include but not limited to PPIRS. The Government reserves the right to obtain information for use in the evaluation of past performance from any and all sources including sources outside of the Government. This past performance information will be used for the evaluation of past performance. The quality evaluation will be based on the following sub factors: Quality, Timeliness, and Contractor Responsiveness which will be of equal importance. Based on the information provided as well as any other information obtain as previously explained in this section, the Government will evaluate each quoter's Past Performance submission as acceptable or unacceptable. Factor II - Price Evaluation Criteria Price quotes will be evaluated in accordance with FAR 13.106-3(a) For the purpose of preparing a price quote, the quoter shall assume that the period of performance will be a 12-month base period with two 12 month optional periods. The Government will evaluate the price quote for the base period and each option period. The Government may evaluate any and all information submitted by the vendor to support the reasonableness of prices proposed. The method of evaluation used by the Contracting Officer is solely within the discretion of the Contracting Officer. Options to include FAR 52.217-8 will be evaluated pursuant to solicitation provision FAR 52.217-5, Evaluation of Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). A Lowest Price Technically Acceptable (LPTA) source selection will be conducted. The Purchase Order resulting from this RFQ, if any, will be issued to the technically acceptable offeror whose quote is determined Lowest Price Technically Acceptable to the Government. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 5 days prior to the contract expiration. In keeping with this designation, unclassified information related to USSOCOM military technology acquisitions managed by USSOCOM or any of its component commands, will be designated Controlled Unclassified Information (CUI). As such, the contractor hereby unequivocally agrees that it shall not release to anyone outside the Contractor's organization any unclassified information, regardless of medium (e.g., film, tape, document, contractor's external website, newspaper, magazine, journal, corporate annual report, etc.), pertaining to any part of this contract or any program related to this contract, unless the Contracting Officer has given prior written approval.
