- Sources Sought/ RFI Communication Form - See Instructions on the Form SOURCES SOUGHT SYNOPSIS / REQUEST FOR INFORMATION (RFI) The General Services Administration, Public Building Service Region 7, is issuing this sources sought synopsis / Request for Information as a means of conducting market research to identify parties having an interest in and the resources to support operations & maintenance services, custodial services, and grounds maintenance services (also known as full maintenance services) in the following locations: Austin, Texas Two buildings - approximately 330,000 aggregate square feet San Antonio, Texas Five buildings - approximately 515,000 aggregate square feet Waco, Texas One building - approximately 62,000 aggregate square feet Pearsall, Texas One building - approximately 10,000 aggregate square feet In addition, the questions found below (#5 and #6) are related to the referenced RFI. The questions are to help the government find innovative solutions to building services staffing and innovative approaches for additional services and repairs within the scope of the contract. FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This RFI is issued for the purpose of helping the government find innovative solutions to building services staffing and innovative approaches for additional services and repairs within the scope of the contract. (End of provision) The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 561210. The result of this market research will contribute to determining the method of procurement, including type of small business set-aside. NO LARGE businesses need to respond to this notice. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. If your organization has the potential capacity to perform these services, please provide the following information: 1.A link to your sam.gov information page. (1 page maximum) 2.Small Business status under NAICS 561210 (1 page maximum) 3.Ability to provide environmentally-responsible solutions in building services (1 page maximum) 4.A list of full maintenance building service contracts that: (5 page maximum) a.Are located in multiple cities (to be clear - one contract that covers buildings in multiple locations) b.Have multiple buildings c.Encompass buildings ranging between 10,000 square feet and 550,000 square feet d.Include whether the services performed are in multi-story buildings, LEED certified buildings, courthouses, high-security areas, office buildings, and/or judicial offices 5.In no more than two pages, describe innovative management plans (staffing, labor level of effort, labor categories used) deployed on current or previous experiences. Specifically, what labor categories can provide the most efficient and knowledgeable staffing to effectively and efficiently provide full maintenance building services (2 page maximum). Information will not be disclosed outside of GSA and is protected under FAR 3.104 and FAR 24.2. 6.In no more than two pages, describe innovative approaches responding to additional services/repair services. Additional services/repairs, in this context, is defined as services/repairs over $2,500 within the scope of the contract, but not included in the recurring monthly operations and maintenance standard services. Specifically, the government is interested in finding ways to speed up the process of issuing task order for the services/repairs, while ensuring that the task orders are priced fair and reasonably. Innovative ways to cross-reference and verify material/part costs is of particular importance. (2 page maximum). Information will not be disclosed outside of GSA and is protected under FAR 3.104 and FAR 24.2. At this time, GSA has also attached a Microsoft Excel document ("Sources Sought / RFI Communication Form") where interested parties can sign up to communicate the information requested above. Each interested party will be allowed only one - twenty minute phone call to communicate the information submitted above. Specific information about any future or potential acquisition will not be disclosed, but GSA may inquire further about the information shared by the interested party. The information requested above MUST be submitted to GSA prior to the phone call being granted. Further instructions regarding the submittal of this form are included with the attachment. Interested parties are not required to take part in the telephone communication. GSA requests that potential sources only submit the minimum information necessary. Interested parties should submit no more than twelve (12) total pages (see above breakdown in numbers 1-6). Telephone inquiries will not be accepted or acknowledged unless confirmed using the attached Microsoft Excel sheet and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties, excluding large businesses, who consider themselves qualified to perform the above-listed services are invited to submit a response to this Notice by 1:00 PM (CDT) August 29, 2013. All responses under this Sources Sought Notice must be emailed to stephen.carroll@gsa.gov. Please also Carbon Copy (CC) monja.memic@gsa.gov.
