Description
Statement of Work Interested Vendors Please Complete and Return The intent of this Request for Information (RFI) is to locate those with the capability to provide the following services: Professional Consulting Services to test the North American Animal Disease Spread Models (Version 3.3 & Version 4) Simulation modeling is an increasingly well-established and essential tool for epidemiologic investigations, including studies of population disease dynamics and evaluation of mechanisms for disease control. The U.S. Department of Agriculture, Rural Development Project in Phoenix, AZ has developed the North American Animal Disease Spread Model (NAADSM), a computer program that is designed to simulate the spread and control of highly contagious diseases in a population of susceptible animals. NAADSM is continually asked epidemiological and economic questions that are beyond the original scope of functionality. These additional questions require ongoing development to broaden the scope of functionality that is available. In Version 3.3, that functionality includes triggers for starting/stopping vaccination, prioritizing vaccination, and simulating movement through markets. In Version 4, additional functionality supports highly pathogenic avian influenza by modeling the effects of death from diseases during an outbreak. While the development cycle has been ongoing since NAADSM was released in 2006, recent loss of available subject matter experts due to job and life changes has created a void in our expertise. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide your company Duns Number, and point of contact information. The Government will not make an award based on the information received, nor reimburse participants for information or materials voluntarily provided as a response.
