- The Nashville District U.S. Army Corp of Engineers has a requirement for ISO 68 turbine lubricating oil. This requirement includes supplying and delivering 1,400 gallons to Dale Hollow Power Plant and 1,000 gallons to Old Hickory Power Plant in accordance with the below scope of work. The contractor must be registered in System for Award Management (SAM). The government intends to award a call order against one of our current Fuel Blanket Purchase Agreement (BPA) contracts. DALE HOLLOW & OLD HICKORY ISO 68 TURBINE LUBE OIL 26 July 2013 PART 1 GENERAL 1.1 SCOPE OF WORK This specification includes zinc and chlorine-free rust and oxidation inhibited (R&O) mineral oils for use in hydraulic turbine and generator bearings, hydraulic-turbine governors, and other applications, where high grade turbine oil having anti-corrosion, anti oxidation, and anti foaming properties is required. The Contractor shall supply all plant, labor, and materials to furnish and deliver the gallons of turbine lubricating oil as specified herein. Lube oil shall be ISO 68 turbine lubricating oil. Delivery shall be coordinated with the Superintendents listed part 3.2 at Dale Hollow Power Plant and Old Hickory. The Contractor shall filter new lube oil at the time of delivery and before oil is deposited in the project's clean oil tank. The contractor shall obtain an ISO cleanliness level of ISO 16/13/12 in accordance with ISO 4406:99 and obtain a water content less than 250 ppm before the oil is deposited in the project's clean oil tank. 1.2 REFERENCES The publications listed below form a part of this specification to the extent referenced. SD-03 Product Data Chemical and Physical Characteristics; G Certified test data showing that the oil meets or exceeds characteristics values specified in TABLE 1. Submit five (5) copies of the certified test data for approval 30 days before the oil delivery. 1.4 DELIVERY, STORAGE, AND HANDLING Deliver the oil according to the delivery requirements specified elsewhere in this contract. Amounts to be delivered to each location are as follows: Dale Hollow Powerplant 1,400 gallons Old Hickory Powerplant 1,000 gallons PART 2 PRODUCTS 2.1 GENERAL REQUIREMENTS 2.1.1 Properties Provide turbine oil which is a blend of virgin petroleum-based stocks plus additives, free of zinc and chlorine, resulting in high-grade turbine oil having anti-rust, anti-oxidation and anti foaming properties suitable for use in hydraulic turbines, generator bearings, Kaplan turbine hubs and related applications. Chemical and physical characteristics of oil shall meet or exceed the requirements listed in TABLE 1. Oil characteristics shall be determined by tests conducted in accordance with the tests methods as noted in the table. 2.1.2 Chemical and Physical Characteristics The turbine oil shall conform to the requirements established in TABLE 1 when tested according to the standards indicated. At the conclusion of the 1,000 hours test, measured AN should be 0.5 or less. In addition, at that point, the oil and water phases shall be examined for evidence of sludge and catalyst metal corrosion. Permitted maximum level of total sludge in the oil after 1000 hours is 50 mg/kg. 2.2 DEGRADATION The physical and chemical properties of the oil shall not be degraded (changed from the specified values by filtration through two-micron mechanical type filters, by centrifugal purification, or by vacuum type purifier, all of which have been designed for turbine oil. 2.3 HOMOGENEITY Additive agents shall remain uniformly distributed throughout the oil at all temperatures above the pour point and up to 250 degrees F. When the oil is cooled below the pour point, it shall regain homogeneity while standing at temperatures of 10 degrees F above the pour point, and retain clear and bright appearance. 2.4 COMPATIBILITY The oil being purchased is for addition to existing (in-service) oil or as replacement oil, the Government will send samples of new and in-service oil to an independent commercial laboratory for evaluation of compatibility between the two oils. Compatibility evaluation will be performed in accordance with ASTM D 7155 test, Standard Practice for Evaluating Compatibility of Mixtures of Turbine Lubricating Oils. The Government highly recommends potential suppliers contact the Contracting Officer to obtain a representative sample of the in service oil to conduct the test prior to submitting a bid. PART 3 EXECUTION 3.1 PRE-DELIVERY TESTING a. Test the oil or a sample blend for all chemical and physical characteristics set forth in TABLE 1, and provide the certified test results as well as one gallon sample of the oil to the Government at least thirty days prior to delivery. b. The Contractor may conduct compatibility testing of the oil or sample blend. The Government will provide a sample of in-service oils for such purposes on request. c. The Government will conduct compatibility testing of the sample, and notify the contractor of the results prior to purchasing of the oil. The Government will provide to the Supplier, 8 liters (2 gallons) of the in-service oil with which the new oil shall be mixed. The Supplier shall mix 3 (three) different mixtures of new oil and in service oil, one at 50:50, one at 90:10 and the third at 10:90. The following tests shall be performed on each mixture; test for filterability, sediment (possibly caused by additive drop-out), color and clarity, RPVOT, storage stability, demulsibility, rust and corrosion inhibition, air release and foaming tendency. The Supplier shall certify that the new oil is compatible with the in-service oil. Such tests will be accomplished by the Supplier at no additional cost to the Government and reports submitted to the Government. 3.2 INSPECTION AND ACCEPTANCE At the point of oil delivery, the Government will obtain samples in a manner specified in ASTM D 4057 or ASTM D 4177, and may perform such tests as are deemed necessary to determine whether the oil meets the specifications values listed in TABLE 1. The delivered oil will remain in a storage tank (if applicable) and will not be used until the test results are received from the laboratory. Should the oil fail any test, the Contractor is responsible for disposing of the delivered oil and replacing the oil at its own expense.
