This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. Eley Procurement AnalystContracting Officer VMSI, Inc.314-894-6656 Ext 65106 314-894-6656 Ext 65120 OBJECTIVE: The contractor shall provide all labor, supervision and other resources required to deliver a three day Evaluation and Return on Investment (ROI) skill building workshop with three application projects that will develop the skills required for VHA leaders complete higher level evaluation and ROI impact studies consistent with previous organizational efforts using the Jack Phillip's ROI Methodology or equivalent. The training sessions will target 20 Veterans Health Administration (VHA) employees. This RFI is designed to identify industry practices and search for potential sources. 1. Specific Response Instructions: Please submit your RFI response in accordance with the following: a. No more than 15 pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company; the government will not review information or attachments in excess of the 15 page limit. b. Submit your response via email to linda.gates3@va.gov c. Submit your questions by 2:00 PM EST, 02 August 2013 d. Submit your response by 11:00 AM (EST), 6 August 2013 e. Mark your response as "Proprietary Information" if the information is considered business sensitive. f. Marketing Materials are not allowed as part of this RFI. 2. Information Requested: In response to the RFI interested contractors shall submit the following information: a. Provide the company size and POC information b. Company Information/Socio - Economic Status. Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic Status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small business, Women-Owned Small Business, Disadvantaged Small business (8A), and Hub Zone. If Service Disabled or Veteran Owned Small business, is your company and or partners registered in VA's VetBiz repository? c. VA has identified the appropriate North American Industry Classification System (NAICS) Code 611430, Professional and Management Development Training which has a size standard of $10 Million for this RFI. 3. Background/Past Experience. Provide the following information on a maximum of three similar projects regarding the Jack Phillips ROI skill building workshops with three application projects. All projects referenced must have been completed within the last three years for which the responder was a prime or subcontractor. a. The name, address, and value of each project b. The Prime Contract Type, Firm Fixed-Price, Cost Reimbursement or Time and Material c. The name, telephone and address of the owner of each project d. A description of each project, including difficulties and successes 4. Budgetary Cost Estimate - Provide a budgetary cost estimate for the following Tasks and application projects. The estimate is a rough guess on how you would staff the tasks; the types of labor required to meet the tasks and estimated number of hours required for each task. Provide a general overview of the type of staffing you chose, and confirm any GSA schedule pricing along with any possible open market items required. Assume all tasks and workshops are completed in the 12 months following contract award. 4.1. Task 1 - The contractor shall participate in the EES conference pre-planning activities. The contractor shall outline the ROI Institute's Evaluation and Return on Investment training synopsis and syllabus highlighting key learning goals. Pre-planning activities will be conducted via a teleconference. 4.2. Task 2 - The contractor shall provide a Return on Investment Workshop and Project Based Application workshop evaluation workbooks and pre and post-test to assess learning and satisfaction, and a follow up questionnaire to assess application and identify barriers and enablers to performance. The contractor shall provide electronically relevant Return on Investment Workshop and Project Based Application reading references and preparation materials two weeks in advance of the face-to-face program in support of electronic transmission to the participant group. 4.3. Task 3 - The contractor shall provide a brief biography(s) (approximately one paragraph) to be used to formally introduce the Presenter(s) to participants prior to the onsite presentation. 4.4. Task 4 - The contractor shall develop and deliver a three-day interactive training session on Return on Investment Workshop and Project Based Application, which delivers a ROI program focusing on the objectives in the tasks. 4.5. Task 5 - The contractor shall deliver a teleconference coaching session post-training class for 10 VHA training participants that focuses on unique evaluation projects to reinforce and apply skills learned at the workshop. 4.6. Task 6 - The contractor shall provide all VHA ROI Institute participants with three projects related application studies to plan, design, implement, analyze and report the impact and ROI. The Application project studies shall include a ROI study plan which includes a communication strategy and survey administration plan using EES' Evaluation Plan template to clearly identify the study purpose and objectives, data collection and ROI analysis. The study plan shall include the five levels of evaluation objectives, measures, data sources, data collection methods, accountabilities and timeline for the study. 4.7. Task 7 - The contractor shall provide two final reports using the EES template which outline the contractor's findings and synthesis of the data collected to report the results of the learning, application, business impact, and ROI. 5. Industry Comment/Technical Response: The above tasks are indicative of the governments intended CLIN list, as well as information in the PWS. Using this information: 1. Provide information on how your company would implement this program under your current business practices. Include a proposed timeline given the tasks provided. You may provide information on industry practices, technical comments or professional experience. 2. If offering an equivalent Jack Phillips Methodology, sufficient documentation should be provided. 3. Include any recommendations that would allow the government to save money, improve industry response, or provide a best value decision.
