Description

The Department of Veterans Affairs, Office of Construction and Facilities Management, Washington DC is seeking construction contractors. The contractor shall all furnish all labor, materials, tools and equipment, and services necessary for construction of the project described herein and other specific tasks as further defined in the resulting solicitation for the Recreation Services building in Palo Alto, CA. The place of performance is the VA Palo Alto Health Care System (Palo Alto Division), 3801 Miranda Avenue, Palo Alto, CA 94304. The offeror shall furnish, obtain any and all necessary licenses required to perform this work in the State of California. This is a Pre-Solicitation Notice. The basis for award will be Best Value method. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements and will provide the best value to the government considering construction management, recent and relevant past/present performance, schedule, small business qualification, and price. Firms are advised that award may be made without discussions or any contact concerning the proposals received. The government reserves the right to award a contract to other than the low offeror. The magnitude of this project is between $10,000,000 and $20,000,000. The contract award is a total set aside for small business. The firm must be General Construction contractor approved under NAICS Code 236220 (size standard $33.5 mil). Scope: Contractor shall all labor, materials, supplies, supervision, equipment, and transportation for construction of an approximately 27,000 GSF, 3-story building. Work includes, site utilities, landscaping, exterior walls, roof, construction of interior partitions, acoustical ceiling systems, light fixtures, doors and hardware, millwork and casework, interior finishes, data and communications systems, fire alarm and life safety systems, HVAC distribution, plumbing rough-in and finish, mechanical, electrical, plumbing fixtures, photovoltaic panels and any other work required to provide a complete operational building. Due to the historical nature of the campus, the building contractor shall implement an archaeological monitoring plan during ground-disturbing activities. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation is to be published on or about August 16, 2013. A Pre-proposal Conference is tentatively scheduled for August 30, 2013 at 4:30 PM (Pacific Time). The conference will be held at the VA Palo Alto Health Care System Medical Center, 3801 Miranda Ave. Building 101, Room C1-100. Palo Alto, CA. 94304. A bid bond as well as a payment and performance bond will be required. At this time, no solicitation exists, therefore, do not request a solicitation. All interested parties MUST be registered in the Central Contractor Registration (CCR) Database and have completed On-Line Representation and Certifications Application (ORCA) in order to receive a contract award.
