Description
SCOPE OF WORK: This requirement is for a Mechanical, Electrical, Plumbing, and General Construction Firm Fixed Price, Indefinite Delivery-Indefinite Quantity (IDIQ) contract to furnish all labor, materials, equipment and supervision necessary to accomplish each Task Order. Task Orders will vary in size and dollar amounts. Task Orders will involve, but will not be limited to, carpentry, asphalt and concrete paving; roofing; excavation; interior renovation; carpet, window, and door installation; electrical; plumbing; painting and stucco; demolition; masonry; fire protection construction; telecommunications and HVAC. This contract shall not include medical facilities engineering support services, such as utility plant operation, custodial, grounds maintenance, and similar work. Place of performance is the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. Task Orders will be issued for individual projects. The contract will be issued for one (1) Year or until funds are exhausted. Individual Task Orders shall not exceed $500,000.00 and shall not be less than $2,000.00. The minimum guaranteed value of the contract is $25,000. The maximum value of the contract is $4,995,000. PROJECT ENGINEER: As assigned for each individual Task Order. The contractor shall begin performance within the time stated in each individual task order and complete it within the time stated in that task order after receiving task order notice to proceed. The performance period will be stated in each individual task order. Energy Efficiency Requirements: Federal Executive Order #13423 requires all energy efficient materials, equipment and systems to be evaluated and, if feasible, incorporated into V.A. projects. The A/E, prime contractor, and all subcontractors shall cooperate with the Federal Government in specifying, evaluating, documenting, purchasing, and installing energy efficient equipment that meet basic energy efficiency criteria established by the V.A. The Criteria can be defined as comparing total energy savings to total life cycle cost of the equipment. To accomplish this objective, the A/E shall produce an Energy Equipment Schedule comparing a description of each standard piece of equipment (or system) vs. a description of recommended efficient equipment (or system); including the estimated purchase price, estimated cost to install, maintain, and operate the equipment as well as the estimated annual energy usage and estimated useful life for each piece of equipment (or system). All design and installation will be in accordance with current VAMC, TJC, HVAC design guides, NEC, NFPA, ASHRAE 90.1, state, local, and all VA and federal codes. Provide energy savings equipment and design modifications for current energy usage to the most efficient and economical level possible
