Description
This Small Business Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The National Institutes of Health (NIH) National Institute of Diabetes, Digestive and Kidney Diseases (NIDDK) is conducting a market survey to determine the availability and technical capability of qualified small business, veteran-owned small business, service-disabled veteran-owned small business or HUBZone small businesses capable of providing Brand Name or Equal to Waters Corporation Acquity UPLC I-Class Core System with the following specifications: 176015070 ACQUITY UPLC I -Class Core System w/SM-FL WAT091007 TI CREDIT SPECIAL 205000726 CH-A Extension Kit H/I-Ciass forMS 741000104 UPLC/HPLC SYSTEM & SOFTWARE INSTALLATION 720002242EN Installation Excellence Kit 1 CHG Shipping and Handling Mandatory Requirements: The Clinical Mass Spectrometry Core runs quantitative clinical mass spectrometry studies for NIDDK and collaborating NIH Institutes. We are currently working on multiple LC-MS projects with a state-of-the-art mass spectrometer with a malfunctioning HPLC. To take full advantage of the mass spectrometer we need to replace the HPLC with a UPLC capable of working at high pressures (at least 18,000 psi at 1mL/min) and sub 2 µm particles and minimized total system dwell volume to optimize the separations. The UPLC needs to have a column compartment and autosampler with controlled temperature. The NIDDK Clinical Mass Spectrometry core requires a state-of-the-art UPLC that is fully optimized to produce the highest resolution separations. Additionally, the following are the minimum requirements for the instrument a) Maximum operating pressure of 18,000 psi b) Flow rates of 10 !JLimin to 2,000 !JLimin in 1 !JLimin increments c) Pump flow accuracy of at least± 1.0% at 500 !JLimin d) Pump flow precision better than 0.075% RSD or 0.01 min SD e) Pump must have automatic and continuous compressibility compensation. f) UPLC needs to be optimized to have a total system dwell volume of the pump and sample manager of< 95 !JL g) pH range 2 to 12 h) Integrated leak sensors i) Binary pump with selection from 4 solvents j) Sample manager must be temperature controllable from 4°C to 40°C in 1 OC increments The "equal" item must meet the characteristics of the brand name item to be acceptable for award. Basis for Award: Offerors must provide descriptive literature or other material that demonstrates their offer meets the forgoing requirements. The contract will be awarded to the responsible offeror whose offer fully meets the requirements of the solicitation, provides the best value, with price and technical factors equally important in award evaluation. This request is for interested firms with the capability of providing the required equipment listed above are requested to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502-2(b) whether or not this procurement will be set-aside for any of the programs described above. The intended procurement will be classified under North American Industrial Classification (NAICS) code 334516 with a size standard of 500. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide (a) capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. The capability statement shall be in sufficient enough detail, but not to exceed 15 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 15 pages, should include references. One copy of the capability statement must be received at the address identified in this synopsis by no later than 10 days prior to close of business (11:00 A.M. local time at designated location) on August 12, 2013. Responses by fax or e-mail ARE NOT ACCEPTED.
