Description
This is a combined synopsis/solicitation Notice of Intent(NOI) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NIAID-NOI-13B1639349 and the solicitation is being issued as Notice of Intent. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 05-69) dated August 1, 2013. This acquisition will be processed using Simplified Acquisition Procedures and is not a Small Business set aside, however, small, small disadvantage, minority, veteran owned, and HUD zone companies, etc. are encouraged to submit quotes. The North American Industry Classification System (NAICS) Code for this acquisition is 334516, which has a size standard of 500. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID), intends to procure a Non-Descanned Detection Module for AXIO Examiner and accessories from Carl Zeiss Microscopy, on a sole source basis. The detection module is exclusively designed by Zeiss. Carl Zeiss is the only known vendor and no product from other companies can serve the same function as this module to fit or adapt to the Zeiss 710 microscope that is already being used in the lab. Line Item#/Description/Quantity: 1) External Detection Module BiG, Catalog# 0000001684270000 (qty-1) 2) Filterset 2 blue-green 420-475 / 500-550, Catalog# 0000001756083000 (qty-1). 3) LBF 355/690, Catalog#0000001785479000 (qty-1) 4) Dichroic BS MP UV/690 + sideport NDD, Catalog# 4479629001000000 (qty-1) The following factors shall be used to evaluate offers: 1) technical capability to meet required specifications, 2) price, and 3) warranty. Place of delivery NIH/NIAID, Bethesda, Maryland, 20892. The government will award a firm fixed price purchase order to the responsible contractor. The FOB point shall be Destination. The following Federal Acquisiton Regulations provisions and clauses apply to the acquisition: FAR 52.212-1, Instructions to Offerors, Commercial Items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3, Offer Representations and Certifications-Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.232.33, Payment by Elctronic funds Transfer-Central Contractor Registration (Oct 2003). In order to be considered for an award, an offeror must have completed the electronic Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in SAM at www.sam.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
