Description
General Information: This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). Purpose: The purpose of this Sources Sought Notice is to identify qualified GSA small business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned business concerns that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ) through eBuy. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. Background: The purpose of this contract is Purchase of Shisha smoke machine and LX1 cigarette smoke machine. With the purchase of a smoke machine, NCI will do the comparison of Hookah and cigarette smoke condensates (CSC) on DNA Methylation, the Histone Code, and Global Gene Expression, comparison of Hookah and CSC on microRNA Expression, and comparison of Hookah and Cigarette Smoke on Stem Cell Gene Expression and Malignant Phenotype of Lung Cancer Cells. Description of Information to be included in the Capability Statement: list of ‘salient characteristics' for the instruments. Shisha Smoking Machine: • The instrument replicates water-pipe smoking. • Smoke constituents such as Nicotine, Tar and Carbon Monoxide can be trapped and analyzed to better understand exposure to individuals • The Shisha smoke machine is different from traditional smoke instruments that are designed for the measurement of cigarettes, cigars or similar products, whose volume range is limited to 200ml and puff duration to 4 seconds. • The Shisha smoke machine monitors individual who use water pipe to smoke tobacco with a much larger puff range; i.e. puff volumes of 500ml, 800ml and 900ml, puff durations of 4, 6 and 8 seconds. • The Shisha smoke machine is capable of replicating the parameters of how individuals who smoke water pipes. • The technical specifications of the Shisha Smoker are 10-1000ml puff volume range and 1-10 second puff duration range. Use of the Shisha Smoker can provide fundamental insights on effects of hookah smoke to human beings. LX1: • The LX1 smoking machine offers unique flexibility in a compact platform having a control unit outside the fume hood where the user is not exposed to tobacco smoke • Ideal for ISO, Coresta and HPHC testing or for R&D purposes of trapping chemical constituents in tobacco smoke. • Advanced design allows for easy cleaning and maintenance reducing service and overhead costs. • LX1 smoke machine is different from historical designs of single port smoking machines, which have not allowed researchers to understand true human representation. This was limited to technology and/or testing requirements. Traditional smoke machine is only capable of smoking exact parameter until the cigarette (or other tobacco product) is completed, but humans do not take the same exact puff while smoking the entire cigarette. • The single port smoking machine, LX1 is a PC based instrument that allows researchers to program the instruments for different parameters for every puff, (i.e. 1st Puff 48.5 volume, duration 2.9 seconds, interval 26 seconds; 2nd Puff 76.3 volume, duration 3.8 seconds, interval of 37 seconds, etc). • The design of the LX1 allows for use of particulate and vapor traps with minimal dead space ensuring higher recovery content. Additional modules may be added in the future to perform online gas analysis or the measurement of second hand smoke. • The LX1 is a single port instrument available with the programming flexibility to represent true human smoking behavior and has additional features that could expand future studies. NAICS Code and Size Standard: In the event an RFP is issued, North American Industry Classification System (NAICS) code 334516 with a size standard of 500 employees is being considered. How to Submit a Response: 1.Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a two page resume of the individual meeting the requirements, and up to two pages demonstrating experience over the past two years meeting the objective of this notice. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2.Due Date: Capability statements are due no later than 4:00 a.m. EST on August 9, 2013. 3.Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, an RFQ may be published in eBuy. However, responses to this notice will not be considered adequate responses to a solicitation(s).
