- This will be a 100% small business set-aside with NAICS code 541720. The small business size standard is $19M. The contract will be a firm fixed price level of effort type for a Behavioral Science Political Leadership Researcher. Under sponsorship of the Office of the Secretary of Defense, the Strategic Studies Group at the Naval War College is developing an approach to decoding movement patterns and supporting human decision-making and leadership style. The object of the ongoing work is to advance and test behavioral movement analysis as an analytic tool to predict human decision-making style. The research will be applied to live subjects as well as current and former world leaders. The gov't will award a firm fixed contract to the responsible offeror whose quotation represents the best value to the Gov't. The RFQ will outline the evaluation factors. RFQ N00124-13-T-0345 will be released on or about August 6 th with a closing date around August 20 th. Contract award will be before September 30 th.
