- The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for human blood. A fixed price indefinite delivery, indefinite quantity contract with a performance period of 5 years is anticipated and shall be awarded. It is the Government's belief that only the proposed vendor possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information. This synopsis is issued pursuant to FAR 6.302-1. DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Activity: Department of Veterans Affairs, VISN 1, VAMC BHS, Boston, MA (MAVERIC/Research 151) 150 South Huntington Avenue Boston, MA 02130. 2.Nature and/or Description of the Action Being Processed: This is a sole source request for a 5-year, IDIQ contract for the delivery of human blood upon request as defined in the Statement of Work. 3.Description of Supplies/Services Required to Meet the Agency's Needs: Generic Human Blood will be used for development, calibration, and standardization of automated laboratory equipment that will process project-specific human blood. The MAVERIC Core Lab is currently scaling up sample handling capabilities and acquiring new equipment to fulfill work demands. This product is necessary for the overall success of the lab as it is used as a development tool to simulate production and processing of real human blood and blood fractions. This product gives us the most accurate representation of how sample processing will occur, what changes need to be made, and most importantly how laboratory machines and equipment will react to and process real human blood. 4.Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a), as implemented by FAR 6.302- 1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 5.Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The Massachusetts Veterans Epidemiology Research and Information Center (MAVERIC) Core Laboratory processes and stores specimens for clinical trials run by the VA Cooperative Studies Program. The laboratory is preparing for a large scale genomics project, known as the Million Veteran Program (MVP), which will require processing up to 1000 samples a day in addition to existing and ongoing processing for other Cooperative Studies Program projects. One of the main characteristics that make the vendor, XXXX highly desirable is geographical location; the company is located in the Boston area. This is critical because of time sensitivity and delivery requirements. The DNA and processing quality of human blood begins to decrease after being removed from a donor. Decreases in quality of the plasma component are evident within 24 hours and within 48-72 hours for DNA. More specifically, when this product is required for our operations it is needed in a prompt and timely manner. XXXX is able to accept and deliver an order within 48 hours. The blood is delivered to the lab on the same day it is drawn from a donor. This is an ideal time frame given the above noted quality concerns. In order to continue operations, testing, and development an acceptable quality product is required. It is difficult to find vendors who sell human blood in a format we require. On top of that it is difficult to find vendors who are able to meet the technical needs and are a local outfit. One of the most significant benefits and highly desirable characteristics of XXXX is they are local and we do not have to address shipping costs and concerns. For example, another vendor,XXXX. is located in XXXX. An order placed through this vendor would be shipped and received within 24 hours of being drawn from a donor. Instead of receiving the product the same day it is drawn, as with XXXX, it would be received a full day after being drawn assuming no delays in shipping. This presents a significant risk to the quality of the product as well as subsequent testing and analysis. 6.Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: XXXX, XXXX, and XXXX were identified as potential vendors: 7.Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: Market research with 3 vendors has shown the product will cost between a high of $581 and $316 as the lowest priced. A third vendor is priced at $338. Product is required to be shipped in Vacutainer vials of 10ml each. Batches of 45 vials will be ordered for a total of 450ml. When broken down to a per ml cost, XXXX is priced lowest at $X/ml. XXXX is $X/ml and XXXX is $X/ml. Review of these prices indicates the marketplace has established pricing; the vendors have similar pricing. Therefore, in accordance with FAR 13.106-4, a determination of fair and reasonable pricing will be made using the market research. The preferred vendor is the lowest priced of the three. The total estimated cost per year is $10,112. 8.Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Three vendors were contacted. See Paragraph 6 above. 9.Any Other Facts Supporting the Use of Other than Full and Open Competition: In addition to the technical descriptions and justifications noted above, it is important to recognize these machines are involved in a very large scale and very high profile genomics study known as the Million Veteran Program (MVP). MVP is one of the transformative initiatives passed down by Secretary Shinseki for the VA to fulfill. Any impediments incurred while working on this project may result in profound repercussions for our service. 10.Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: XXXX, XXXX and XXXX were identified as potential vendors. 11.A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: The service and/or agency may be building a shadow lab at a separate location in the future to perform similar processing. This would be a situation in which setting up separate processes and infrastructures at another location would allow the service and/or agency to consider more available options.
