- The Federal Communications Commission (FCC) intends to purchase a sole source requirement with Nielsen Government Public Sector for the Nielsen Television Index Service. Nielsen Television Index provides ratings data and trends for national audiences. This information typically covers rates in TV ownership; trends in viewing sources (cable, premium pay, public, etc.); trends in viewership by geography, age and other demographics; and some network program trends by type (news, sports, drama). This information is significant as the FCC has a need to conduct research and uses Nielsen's TV audience data to support a wide variety of projects. The data have been invaluable for many research projects, instrumental in making policy decisions and integral to the rationale used in several Notices of Proposed Rulemakings, Reports and Orders, reports to Congress and industry studies used for policymaking. The FCC has a continuous need for national TV audience data for future projects which include industry studies mandated by the Telecommunications Act of 1996 and prospective research on media ownership. No other directory of information is currently available on the market that allows this magnitude of information to be purchased together. The period of performance for this effort is for a one year base period beginning Sept 30, 2013 thru Sept 29, 2014 with 4 additional 1 year option periods, and a total contract value of $66,364. This notice of intent is not a request for proposals or quotations. The authority for negotiating a sole source bases is made under 41 U.S.C. 253 (c)(1) and FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. The North American Industry Classification System (NAICS) Code is 519130. Any challenges to this sole source requirement must be received by August 8, 2013, NO later than 1:00pm Washington D.C. local time, in writing, and sent to gary.klaff@fcc.gov to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government's needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. If the FCC identifies no other capable sources by 1:00p.m Washington D.C. local time on August 8, 2013, the FCC will issue a Firm-Fixed Price Contract to Nielsen Government Public Sector, 85 Broad St., 20th Floor, New York, NY 10004.
