Description
This project consists of the renovation of an office space consisting of carpet replacement, ceiling tile and lighting replacement, painting, door replacement, a/c unit replacement and restroom repair. Place of Performance: Project location is at Building #9 in Corozal, Panama. Contract Information: The award will be based on Simplified Acquisition Procedures (SAP) best value acquisition which will be cited in the solicitation. The period of performance of this contract is 90 days based on notice to proceed. The resulting contract type shall be firm fixed price. The magnitude of this project is estimated to be between $25,000 and $100,000. Site Visit: A site visit will be held on 13 August 2013 at 10:00 am at the Base de SPI, Bldg (Eidificio) #9, Los Rios, Corozal-Ancon, Panama City, Panama. All interested parties will meet in front of Building #9. If you are interested in attending a site visit for this solicitation, please inform the contracting office point of contact in this solicitation via email, no later than 6 August 2013. One type of photo identification is required to gain entrance to the base. Include company's name, address, email address and phone number, company role (prime contractor or subcontractor) and the names and identification numbers of the proposed attendees. Provide this information by email to the following address: michael.g.france.mil@mail.mil with a courtesy copy to velia.pier.civ@us.army.mil and label the email with the firm name and title: Interested Vendor for Site Visit to Corozal, Panama. Obtaining the Solicitation: The solicitation will be issued on or about 6 August 2013 as unrestricted procurement to allow U.S. and non U.S. firms to participate. The solicitation, including drawings and specifications, will be available for download from the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/. All potential offerors should monitor the ASFI website as well as the Federal Business Opportunities (FBO) website at http://www.fbo.gov. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. All notifications of changes to this solicitation shall be made through the internet only. It is the contractor's responsibility to check for any posted changes to the solicitation. SAMS Registration: In order to do business with the Government all offerors must be registered in SAMS. If an organization is not registered, it may register online at https://www.sam.gov/portal/public/SAM/. Potential offerors should also register at http://www.fedbizopps.gov in order to receive notification and/or changes to this solicitation. This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay any proposal preparation costs. Availability of Funds: Funds are not presently available for this project. The Governments obligation under this contract is contingent upon availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor received notice of such availability, to be confirmed in writing by the Contracting Officer. Contemplating Awardee: Since the contemplating contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and is to be performed outside the United States in the country of Pamana, the offerors must meet the following two requirements for OCONUS : (1) DFARS 252.225-7042, quote mark Authorization to Perform quote mark - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, quote mark Permits and Responsibilities quote mark - the contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions, laws, codes, and regulations applicable to the performance of the work.
