- This is a pre-solicitation notice of the government's intent to issue a total small business set-aside solicitation. It is related to sources sought notice number NIAAA-SSN-001, posted on the Federal Business Opportunities website on November 2, 2012. This acquisition is handled on behalf of the National Institute on Alcohol Abuse and Alcoholism (NIAAA) by the National Institute of Child Health and Human Development's (NICHD) Office of Acquisitions (OA) as the NIAAA is supported by the NICHD Consolidated Operations Acquisition Center (COAC). The NIAAA has a requirement to award a contract that will address the present and anticipated future needs of the Medication Development Program entitled: Coordinating Center for the National Institute on Alcohol Abuse and Alcoholism Clinical Investigations Group (NCIG). Award of a single indefinite delivery/indefinite quantity (ID/IQ) type contract with an eight (8) year duration is planned. This procurement is restricted to small businesses. Only small businesses eligible under North American Industry Classification System (NAICS) code 541990, titled: All other Professional, Scientific and Technical Services, and with a small business size standard of $14million may submit a proposal. This is a pre-solicitation notice only. The actual solicitation or request for proposals (RFP), any amendments, and all questions and answers related to this acquisition will be made available via the Internet at http://www.fedbizopps.gov/. The solicitation is anticipated for release on or about August 16, 2013. The solicitation number is NIH-NIAAA-2014-01. It will only be available via the Internet at the above web site. Potential Offerors are responsible for accessing the web site. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation available, telephone requests will not be honored, and no bidders list will be maintained. Potential Offerors are required to direct all questions via e-mail or telephone to the primary or secondary points of contact of this notice.
