- BRAND NAME J&A RFP The Defense Human Resources Activity (DHRA) intends to award a contract for hardware and software items for the Defense Civilian Personnel Advisory Service (DCPAS). A detailed description of the requirement, CLINs, proposal submission instructions, and all provisions, clauses, and addenda that apply to this acquisition can be found in the attached solicitation. The solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-69 effective 01 Aug 2013 and DPN 20130710 effective 10 July 2013. This requirement is being advertised as a total small business set-aside. The NAICS code is 541511 and the small business size standard is $25,500,000. Contract award type will be firm-fixed price. Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation. Proposals received after the stated due date/time will not be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date/time. All requests for clarification must be submitted in accordance with the Instructions to Offerors contained within the solicitation. Requests for clarification received after the stated date/time may not be answered.
