Description
This notice is for market research and planning purpose only and does not obligate the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted, nor will respondents be notified of the review of the information received. The information obtained from this Request for Information (RFI) will be utilized as market research for consideration in development of the Acquisition Strategy and Acquisition Plan for this requirement. The Government will not reimburse interested sources for any costs incurred in preparation of a response to this notice. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. One of the principal responsibilities of Manufacturing and Services' (MAS) Office of Technology and Electronic Commerce (OTEC) in International Trade Administration (ITA) is to provide senior Department of Commerce (DOC) officials, other ITA units and U.S. Government agencies, and U.S. information and communications technology (ICT) firms with data and analyses on trends in ICT spending worldwide and in regional and country markets, for export promotion/counseling, trade policy, and planning purposes. The DOC is seeking information regarding an existing reliable third-party annual data subscription services that provides the required information. OTEC is seeking information on a range of ICT spending data and analyses by country and region, and on specific categories of ICT hardware, software and related services in order to assist with its NEI mission and to provide U.S. companies with export promotion/counseling, trade policy, and for other planning purposes. The database shall provide the following information: 1. The data shall include historical trends analysis; the data and reports shall cover the period from 1993 through 2012, projected data for the current year, plus four years of forecasts, and provide market characteristics, new products, and contractor methodology. 2. Shall provide a taxonomy for the total ICT market which may be adjusted annually to take into account the continuing shift in market measurement standards. 3. On a global basis, the contractor shall ensure that a verifiable process is in place for cross-regional consistency in definitions, standards, categorization, and currency exchange rates. 4. Shall provide data and forecasts that are frozen on the final dates of the following months as quarterly updates: January (4th Quarter version), April (1Q version), July (2Q version), and October (3Q version). Each quarterly data set shall take into account all forecasts that are finalized by those dates. Where possible, the government will be motified via email on the day that the new worldwide ICT spending forecasts are finalized. 5. Worldwide ICT spending data and associated taxonomy shall be reviewed annually using a committee of worldwide and regional analysts to determine updates based on current research segmentation and methodology across all international regions. As such, the taxonomy should evolve in line with its research practices and with the evolution of the industry as new technology sectors are added to the taxonomy over time. The required services include, but are not limited to, the following: a. ICT Spending Data Provide ICT spending data by market segment as noted in the ICT Market Segment Taxonomy (listed below) and for the regions and countries listed in Regions and Countries (listed below) on a quarterly basis for at least four historical years and five projected years from the current year. The contractor should offer an interactive query tool that allows the user to access the data based on value in constant and current U.S. dollars and in local currencies and to obtain annual and compound growth rates. b. ICT Indicators Provide quarterly data on market conditions in ICT hardware, software and services and analyses of such ICT indicators as business and consumer investment in ICT; ICT manufacturing shipments, inventories, and new and unfilled orders; capacity utilization, and ICT industry profits and hiring. c. ICT Spending Trends Analysis Provide regular analyses of key ICT spending trends, which should include the assumptions/scenarios behind the current annual and projected ICT spending data above and significant new developments in U.S. and foreign ICT markets and ICT product and services segments. d. Market Intelligence and Analyst Access Provide 24/7 user access to market intelligence on the contractor's web site and the ability to have specific questions answered through personal interaction with industry experts who cover the topics and markets included in the data services listed in ICT Market Taxonomy and the Regions and Countries listed below. Provide user complimentary access to any monthly telebriefings and interactive forums. The selected vendor will ensure that any input data files passed to U.S. DOC have been checked for any known viruses. If for any reason there is a problem with the file or the file cannot make it past ITA's firewall, the selected vendor will work with ITA/OCIO and the POC to rectify the issue. 7. Section 508 Compliance. Any/all electronic and information technology (EIT) procured through this effort must meet the applicable accessibility standards at 36CFR 1194. 36CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.section508.gov. The period of performance will be 12 months from date of award. The DOC is requesting that interested contractors provide a brief capability/information statement demonstrating their ability to provide this service and provide the following information: The statement of capabilities should include: 1. Firm name, address, e-mail, telephone and fax numbers 2. Small business certification - 8(a), HubZone, Service Disabled Veteran or Women-owned. 3. Applicable contract vehicles (i.e. DOC, GSA, NASA SEWP) available for Government-wide use. 4. Past Experience - describe your experience of similar type, size and complexity to that which is the subject of this Sources Sought. 5. Provide a listing of three (3) most recent projects your firm has performed. 6. Your firms Data Universal Numbering System (DUNS) 7. System for Award Management (SAM) registered NAICS Codes. Interested parties should submit their responses in either a.doc or.pdf compatible format via email. Submissions should be no more than three (3) pages plus cover sheet.
