- The Department of State, Ralph J. Bunche Library intends to issue a Sole Source order with Rosen Digital Publishing for the PowerKnowledge Science Suite. Market research was conducted and it has been determined there is only one responsible source for our requirements in accordance with FAR 6.302-1. The services being sought are electronic access to a science, technology, engineering, and math research database appropriate for elementary school aged students. The database should cover earth sciences, life sciences, and the physical sciences and provide interactive learning and curriculum support. Rosen Digital Publishing PowerKnowledge Science Suite is a collection of three databases the fulfill all of the stated requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available; parties shall submit information that indicates their ability to satisfy this requirement.
