- The Department of State, Ralph J. Bunche Library intends to issue a Sole Source order with Alexander Street Press for Filmakers Library Online and Black Studies In Video. Market research was conducted and it has been determined there is only one responsible source for our requirements in accordance with FAR 6.302-1. The services being sought are electronic access to online documentaries and independent films on a wide variety of social issues such as race and gender studies, human rights, globalization and global studies, multiculturalism, international relations, criminal justice, the environment, bioethics, health, political science and current events. The collections should be searchable by subject names, directors, subjects, date, origin, and narrators. The two Alexander Street Press online video collections Filmakers Library Online and Black Studies In Video fulfill the stated requirements and also provide access to many videos not available from any other source. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available; parties shall submit information that indicates their ability to satisfy this requirement.
