- United States Transportation Command (USTRANSCOM) Acquisition Directorate is issuing this solicitation or Request for Proposal (RFP) for Transportation Protective Service (TPS) on behalf of Military Surface Deployment and Distribution Command (SDDC). SDDC's mission is to provide surface transportation to meet Department of Defense's (DoD) national security objectives in peacetime and wartime. As such, SDDC is responsible for the management and oversight of shipments requiring TPS. TPS includes full service transportation in the Continental United States (CONUS), Alaska and Canada for DoD truckload and less-than-truckload shipments of Arms, Ammunition, and Explosives (AA&E), AA&E Hazardous Material (HAZMAT), Classified (Secret and Confidential), Sensitive and Controlled Cryptographic Items. Contractors shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to provide transportation services to, from, within, and between the CONUS, Alaska, and Canada for the movement of AA&E, AA&E HAZMAT, Classified (Secret and Confidential), Sensitive and Controlled Cryptographic Items and materials requiring movement with TPS. Contractors shall provide these services in accordance with the terms of the contract, to include the Performance Work Statement (PWS) and all applicable federal, state, and local regulations. Only DoD approved Transportation Service Providers (TSP) will be permitted to transport TPS shipments of sensitive conventional AA&E, classified (Secret and Confidential) and controlled cryptographic items, designated tactical vehicles or other hazardous materials as defined in 49 CFR, Part 172. TSPs who have not received prior approval by SDDC for TPS are not authorized to accept delivery of, or otherwise transport TPS cargo. Contractors transporting TPS freight shall be registered in the SDDC Freight Carrier Registration Program (FCRP) and have valid operating certificates for the scope of operations in the contract. Contractors shall be an approved DoD and approved TPS carrier at the time of proposal submission. Brokerage (as defined in 49 CFR, Part 371.2) of AA&E will not be permitted. Brokers, freight forwarders and logistics companies are not authorized to handle or accept any shipments moving with CIS, DDP, PSS, SNS, DCS, and/or 675. Brokers, freight forwarders and logistics companies are also prohibited from handling and solicitation of DoD sensitive conventional AA&E, classified (SECRET and Confidential), sensitive and controlled cryptographic items, Class 1 Division 1.1 thru 1.6, sensitive munitions. USTRANSCOM will host a Pre-Proprosal Conference on 8 August 2013 at the Illinois Army National Guard Readiness Center located outside of Scott AFB. Please see the attached agenda for further details. The Government intends to award a contract to multiple offerors under the solicitation. The contract will be Firm Fixed Price (FFP) with Economic Price Adjustment (EPA), Indefinite Delivery/Indefinite Quantity (IDIQ) with a Base Year and Two One-Year Option Periods. Period of performance will be from approximately 1 February 2014 through 31 January 2017. Contractors will be required to perform all services identified in the solicitation. The North American Industry Classification System (NAICS) is 484121 with a size standard of $25.5 million dollars. The unrestricted solicitation does not contain a Small Business subcontracting requirement for offerors who are a Large Business. All interested parties are required to be registered in the System for Award Management (SAM) https://www.sam.gov before award. The solicitation for this acquisition will be released electronically and will be available only on the following Federal Business Opportunity website: http://www.fbo.gov. All responsible parties may submit a proposal which shall be considered by the agency. OFFER DUE DATE/LOCAL TIME: 1. The Government is requesting offers in response to this Request For Proposal (RFP) or Solicitation in two (2) phases as identified below: a. Offer Due Date/Local Time (Block 8 of the Standard Form 1449): Volume I - Technical Capability Proposal and Volume II - Past Performance Proposal are due at or before 4:00 PM Central on 4 September 2013. NOTE: Technical Capability and Past Performance Proposals received after the date/time identified in Addendum to FAR 52.212-1, Paragraph (b)(22)(a) will be considered late and shall be excluded from consideration. b. Offer Due Date/Local Time (Block 8 of the Standard Form 1449): Volume III - Price Proposal is due at or before 4:00 PM Central on 30 September 2013. NOTE: The Bidding Interface for Delivery Solicitation (BIDS) rate entry tool will open for the submission of not-to-exceed (NTE) line haul rates and accessorial charges at 4:00 PM Central on 30 August 2013. Price Proposals received after the date/time identified in Addendum to FAR 52.212-1, Paragraph (b)(22)(b) will be considered late and shall be excluded from consideration. 2. The Offer Due Date/Local Time is also included in the solicitation at Addendum to FAR 52.212-1 - Instructions to Offerors, Paragraph (b)(22). 3. Discussions, if necessary, will be conducted after receipt of all proposal volumes.
