- This is a Sole Source Notice for commercial service items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Sole Source Request for Quotation to Canberra Industries, Inc., CT, to procure Annual Calibration and Maintenance Services for thirty Environmental Continuous Air Monitors (ECAMs), and spare parts as needed not to exceed $10,000, as specified in the attached Statement of Work (SOW). NASA/KSC intends to purchase these services from Canberra Industries, Inc. Canberra originally provided the ECAMs to the Government in January of 2011 via Purchase Order NNK10LA41P, and provided annual support via NNK11LA31P and NNK12LA96P. It would take a substantial duplication of time and effort for another company to provide comparable ECAM support, and those costs are not expected to be recovered through competition. Canberra is the only manufacture of this highly specialized Environmental Continuous Air Monitoring equipment that analyze the ambient air for the presence of radioactive alpha particles. Performing the required maintenance, calibration, and software updates requires an intimate knowledge of the hardware layout and access to the vendors proprietary software. This proprietary software operates the equipment and outputs the results electronically so radiation safety decisions can be made as to what, if any, personnel protective actions would be necessary should a radioisotope powered launch mishap occur. Therefore, Canberra is the only known source who can provide the required maintenance, calibration, and software update services. Period of performance for the Environmental Continuous Air Monitors (ECAMs) Annual Calibration and Maintenance Services is September 10, 2013 to September 9, 2014. Quotation must reflect that the period of performance can be met. Evaluation criteria are technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offers for the items(s) described above are due by August 07, 2013, 10:00 AM (EST) via email to matthew.c.beaugh@nasa.gov and add kristina.irastorza@nasa.gov. Interested organizations may submit their quotation or detailed capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:00 AM EST local time on August 07, 2013. Such detailed capabilities and qualifications must demonstrate in writing the ability to meet this requirement and will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Questions must be received in writing (email) by 10:00 a.m. EST on August 08, 2013, to the identified point of contact.
