- Airborne Gravity Gradient and Magnetic Total-Field Survey: Minnesota-Iowa Border Region VISION STATEMENT: Geophysically map lithology and structure of concealed Precambrian rocks. The USGS requests airborne geophysical data covering portions of the Minnesota-Iowa border region (see location map in Figure 1 and coordinate list in Table 1) using magnetic and gravity gradient methods. A magnetic and gravity gradient system is required that can image the burial depth, internal lithologic variations, and structure of the buried igneous complex. These data are intended for rigorous inversion and interpretation of the 3-D geometry and lithology of Precambrian rocks. These data will be used to evaluate the potential for undiscovered metal deposits and will contribute to a regional mineral resource assessment of the region. The goal is to provide high quality airborne magnetic and gravity gradiometry data that will be used for mineral resource and geological framework studies. The survey region is underlain by concealed Proterozoic mafic and silicic rocks, forming an igneous complex along the eastern margin of the Midcontinent Rift System. The mafic rocks are thought to potentially host magmatic Ni-Cu-PGE deposits. Burial depths to the igneous complex are thought to range from 200-600 meters beneath a package of Paleozoic sedimentary rocks. The Contractor shall furnish all travel, mobilization, labor, materials, aircraft and aircraft facilities, and demobilization, except as otherwise specified herein, required for conducting a magnetic and gravity gradient survey in the Minnesota-Iowa border region. The contractor shall provide digitally recorded and processed airborne data in accordance with the terms, conditions and specifications set forth in this contract. Subject to the availability of funds: The government has a definite requirement for and plans to award a minimum of 2000 line km. Optional Item(s): subject to the availability of funds: Add-On line kilometers may also be awarded at the time of contract award, in part or all, or later upon issuance of modification, or they may not be awarded at all. The government plans to make one (1) contract award for the area listed. For optional Add-On line km and/or areas, the government may require the delivery of the numbered line item identified in the schedule as optional Add-On line kilometers and/or areas, in part or all, at the price stated in the proposal price schedule. The Contracting Officer (CO) may exercise the option once or multiple times by written notice to the contractor. These written notices may be issued at any time from date of award through contractor demobilization. The Contracting Officer may order all or any portion of the options estimated quantity through the issuance of one or more written notifications up to the estimated quantity stated in the proposal price schedule. The total quantity of line kms, Base Line Kms plus Add-On Line Kms shall not exceed 5,000 Line Kms. EVALUATION: The Government will award a contract resulting from this solicitation to the responsible seller whose bid conforming to the solicitation will be most advantageous to the Government, price and other non-price factors considered. Non-Price Factors A, B, C, D, and E are of equal value. The Non-Price Factors combined will be of an approximately equal value to price. The following non-price factors shall be used to evaluate bids: Factor A: SELLERS SHALL PROVIDE EXPERIENCE AND QUALIFICATIONS DOCUMENTATION (Documentation provided by the seller shall not exceed 10 pages.) of the firm in performing the required type of survey in similar terrain. Submit a contoured airborne geophysical map of a similar survey performed over similar terrain. Organizational experience including that of proposed subcontractor, and qualifications of the personnel and pilots who would be assigned to the contract; resumes shall be included. Factor B: SELLERS SHALL PROVIDE THEIR TECHNICAL APPROACH PLAN (Documentation provided by the seller shall not exceed 10 pages.) Demonstrated understanding and approach to the requirement including technical approach to data acquisition, data processing procedures and management plan for scheduling mobilization, equipment, personnel, and subcontractors. This includes a discussion on variations from the survey specifications stated in the RFP that a vendor feels are justified based on their particular system and its platform. Factor C: SELLERS SHALL PROVIDE PAST PERFORMANCE DOCUMENTATION (Documentation provided by the seller shall not exceed 2 pages.) Past performance information is relevant information, for future source selection purposes, regarding actions under previously awarded contracts. It should include, record of conforming to contract requirements, adherence to contract schedules, including the administrative aspects of performance; history of reasonable and cooperative behavior and commitment to customer satisfaction; business-like concern for the interest of the customer. Provide a minimum of three (3) references of previous surveys including that of proposed subcontractor(s) where the USGS could request applicable past performance information. Past performance information provided by references, from Government records, or from other than the sources identified by the seller may be used in the evaluation under any or all applicable evaluation factors. In addition to the foregoing, PIPRS.gov will be used as a source of past performance information in the source selection process, in addition to any other past performance information required under this solicitation. All past performance information will be used for both the responsibility determination and the best value decision. Factor D: SELLER'S SHALL PROVIDE A QUALITY CONTROL PLAN (QCP). The QCP shall include procedures and measures for helicopter electromagnetic or fixed-wing aeromagnetic system calibration, in-flight data acquisition, flight path location, ground magnetometer data acquisition, pre-planned flight surface, GPS, and data processing and map preparation. Factor E: SELLERS SHALL PROVIDE EQUIPMENT SUITABILITY, CONTINGENCY, and SAFETY PLANS - Availability and quality of proposed data acquisition and processing equipment. Provide descriptions of instruments and equipment. Aircraft ability to maintain flight line elevations and locations as described in the Performance Work Statement to include the expected angle of climb (meters per kilometer) and description of electronic navigation if proposed. Sellers shall provide copies of certificates of aircraft worthiness, registration, and liability insurance. Bids shall include the sellers safety plan. (b) Options. The Government will evaluate bids for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a bid is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of a bid mailed or otherwise furnished to the successful seller within the time for acceptance specified in the bid, shall result in a binding contract without further action by either party. Before the bid's specified expiration time, the Government may accept a bid (or part of a bid), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The purpose of Amendment 00001 is to answer questions from the marketplace and to extend the solicitation period. Question 1. Do you require hardcopies and digital copies in CD of the proposal?
