Description
The Department of Veterans Affairs, Asheville, North Carolina has a need for a Immunostainer System to include associated components and on-site training, warranty and telephone support. Scope of Work- Immunostainer System The automated immunohistochemistry instrument must meet the following minimum criteria: "Continuous random access capability that allows: "Simultaneous processing of up to five batch runs "Addition of new batches of slides is possible at any time "Each batch or tray runs independently of the others "Each batch or tray starts and completes independently "After addition of new batches of slides, the instrument must be able to run the new slides while maintaining the progress of the slides already being run on the instrument. Slides already running on the instrument must not be delayed in order for the latest batch to "catch up". "Bar code capability for on-board reagents and patient slides "Capacity to perform on-board dilution of chromogens and enzymes "On-board refrigeration for up to 2 heat-labile chromogens or enzymes. "Performance of multiple IHC staining protocols, with different primary antibody incubation times, on the same tray and in the same run. "Allows multiplex IHC staining in a simultaneous, not a sequential manner. The instrument and chemistries must allow for incubation of two to five primary antibodies in a single incubation step as well as detection of these antibodies using a single detection cycle (secondary, then tertiary, then chromogen). The entire cycle for detection of 2 to 5 antibodies must complete in less than 3 hours without operator intervention. "Low dispensing volume capability for reagents (as low as 100 uL) "Rapid ultrasound-based liquid level sensing or another method which eliminates extra washing steps, increased waste probe washes and increased waste associated with washing the probe after each liquid level sensing event. "Minimum "dead volume" of reagent vials must not exceed 300ul. "Audible and visual alarms must be in effect to alert users to error conditions such as: oRequired bar coded reagents needed to perform programmed tests are not available oAn insufficient volume of a specific bar coded reagent is available oTo confirm the cancellation of a sample run "Processing speed must be optimized through the use of: oSimultaneous X and Y (azithumal) robotic movement technology, and oMulti-dispensing reagent syringe with the capability of dispensing reagent on up to 10 slides before needing to re-fill with reagent, and oProbe washing must not be required after each liquid level sensing operation "Fifty (50) slide capacity with capacity for at least 48 different reagents (antibodies, detection reagents, enzymes etc.) "STAT capability must allow prioritization of slides through a STAT tray and completion of staining a run of a single STAT case (two to four slides) in under 90 minutes. "Provision for access to 2 buffer sources during a single run. "Software warns a user to add bulk reagents or empty waste before starting a run "The instrument must be compact enough to be installed on a bench top. Large floor model instruments do not meet this requirement. "A single instrument must be able to handle volumes of 100 to 150 slides in an 9 hour shift with a potential for an additional 50 slides to be run overnight. "Control of up to 4 immunohistochemistry instruments from a single PC with sharing of all protocols among the 4 instruments "Capability for bi-directional interface to LIS system. XML protocol compatibility available immediately with future upgrade to HL-7 compatibility. Consumables must meet the following minimum criteria: "An open system is required. The system should allow the use of other manufacturers' antibodies and detection systems without a requirement for minimum usage of manufacturer's reagents. "Instrument and software must be compatible with reagents and slides with and without 2D matrix codes. "The supplier must provide a kit or kits that enable simultaneous and multiplex detection of 2 to 5 antibodies in a single <3 hr run. Safety "Bulk Waste Carboys must have sensors alerting the user if maximum capacity has been reached to prevent overflow. Waste streams from the instrument must allow separation of hazardous and non-hazardous waste. "Venting or dedicated water hookups must not be required. Technical Service "Telephone technical support must be available during regular business hours. "Telephone technical support must be available overnight for instruments that become inoperable. The successful bidder will supply operation / maintenance (service data) manuals with each piece of equipment in the quantity specified in the solicitation and resulting purchase order. As a minimum, the manual(s) shall be bound and equivalent to the manual(s) provided the manufacturer's designated field service representative. The NAICS code for this requirement is 334516 and the size standard is 500 employees. This is not a request for bids, quotes, or proposals. This is a SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in determining the socio-economic set aside if feasible. The Veterans Administration is required by Public Law 109-461 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. If insufficient veteran owned and small business response is received to establish the basis for setting this action aside for other than large business participation then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Interested parties should submit their response to this notice should include the following: name and address of company; business size (large or small); identify whether or not firm falls into any of the socioeconomic categories and any pertinent information which demonstrates firms ability to meet the above requirement.
