Request for Quote and Statement of work Solicitation Number: PIFSC-13-032 Agency: Department of Commerce Office: National Oceanic and Atmospheric Administration (NOAA) Location: National Marine Fisheries Service, Pacific Islands Fisheries Science Center This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; request for quotations are being requested and a written solicitation will not be issued. The office of NOAA National Marine Fisheries Service, Pacific Islands Fisheries Science Center, Protected Species Division, located in Honolulu, HI, requires assistance in the design and fabrication of a towed volumetric hydrophone array for use during at-sea passive acoustic monitoring for marine mammals. The contractor will work directly with bio-acousticians at Pacific Islands and Southwest Fisheries Science Centers and other project partners to develop two prototypes of two different volumetric array designs. Proposed designs include a flooded array housing capable of structurally supporting 4 hydrophones in a fixed arrangement within the housing and an X-shaped design with protruding struts to hold 3 hydrophones in a symmetrical, fixed arrangement. The array itself must securely attach to underwater cable at both ends. It is essential that the design allows for use with existing array components towed ahead and/or behind the volumetric array. The array housing must be towable at 10 knots behind a large ship over several months duration. The design must have minimal drag and may not induce flow noise or whistling around the structure above 2 kHz. Interested parties must furnish detailed information concerning their capability to provide service. Information should provide sufficient detail that demonstrates the firm's knowledge and ability to perform requirement. The North American Industry Classification System (NAICS) Code for this procurement is 541712. A firm fixed price contract will be issued in accordance with FAR Parts 12 & 13 utilizing Simplified Acquisition Procedures. All interested parties must respond to this announcement by the within fourteen (14) calendar days of its publication. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). NO award can be made unless the vendor is registered in SAM.
