Description
VA Pittsburgh Healthcare System (VAPHS) is seeking professional design services from a Service Disabled Veteran Owned Small Business (SDVOSB) architect-engineering (A/E) firm to develop preliminary drawings, working drawings, and specifications to create a long-term, maintainable wayfinding solution for VAPHS. This project includes, but is not limited to the following: Provide Professional Environmental Graphic Design (signage) services in corporate and healthcare way finding planning to include but not limited to: Provide Environmental Design professional, preferably a member of Society for Environmental Graphic Design (SEGD) at the Design Professional or equivalent level. Site investigation - exterior roadways, parking lots/garages, architectural, current way finding practices. Contract drawings and specifications for fabrication and installation - including a phasing plan and schedule. Installation/fabrication period services - review of submissions, provide recommendations regarding fabricator change proposals, visit site per VA's request and add to drawings as-built conditions from fabricator's record drawings; designer will respond on site within a two-hour period when requested. Provide File Transfer Protocol (FTP) system for use throughout duration of project. Site must be in place within 30 days of contract award. Site must remain open until final construction contract is complete. This site is intended for designer, VA, and contractor use. Site must be compatible to access and open AutoCAD 2010, all Microsoft Office 2007 programs (Word, Excel, Project), and pdf files. Site must use Secure Socket Layer (SSL) or Secure Shell (SSH) when FTPing the files which will provide encryption during the transfer. Comply with VHA Safety & Fire Protection Program to have drawings submittals reviewed by VA at 50% and 100% submissions. Review based on VA standards, codes and regulations-see the VA signage guide on the TIL. Comply with VA Green Energy Management System (GEMS) program as per specifications: 017419 and 010110. Infection Control Risk Assessment. Project scheduling and phasing. Studying VAPHS campus, consisting of ALL buildings at Heinz Campus and University Drive campus, parking lots and access roads. Meetings with VAPHS' representatives to gather information about the future developments on campus, major programs, and operational considerations. Review of data, hospital standards and policies, and survey drawings provided by VAPHS and drawings of the existing hospital that are available at VAPHS. Review and comply with applicable laws and regulations that pertain to heath care organizations and the specific site. Compile data and prepare the way finding Master Plan. Provide VAPHS with three way finding options at schematic phase. Provide VAPHS with a full, executive level presentation with power point presentation, actual samples and cost break down per campus, interior and exterior separately. At this time, VAPHS will present to our Leadership and will need these tools to communicate effectively. This presentation will be utilized to finalize the VAPHS way finding solution concept. -- Project Scope -- GENERAL: Interior and Exterior way finding solution at the following VAPHS locations: Heinz Campus: 1010 Delafield Road, Pittsburgh PA 15215 (Attachment A) University Drive Campus: University Drive C, Pittsburgh PA 15240 (Attachment B) Develop preliminary drawings, working drawings, and specifications to create a long-term, maintainable wayfinding solution for VAPHS. WAYFINDING MASTER PLAN SCOPE AND DELIVERABLES: 1.20 hard copies and an FTP site for VAPHS, containing electronic data in a format approved by VAPHS of the Way finding Master Plan Report that addresses both external and internal Way finding solutions (including specific phasing plan and design standards). 2.Drawing package should be spiral bound, 11x17, existing plans on copy paper, and the proposed printed on a vellum overlay. 3.A Master Schedule that meets VAPHS' signage requirements beginning from the Notice to Proceed with the Way finding contract through completion of installation punch list of the signs, including detailed phasing install plan. The schedule shall contain milestones for the completion of design, fabrication, and installation at ALL buildings and exterior signage. 4.Detailed budget that incorporates the size, types, and quantity of signs, separate by interior and exterior and by campus. 5.Prepare for and actively participate in six meetings to communicate recommended way finding design standards with VAPHS. 6.Specifications for sign making equipment and signage materials so that VAPHS is able to produce signs in-house with our own equipment. 7.It is imperative that the VAPHS in-house sign maker is able to maintain the way finding solution, working with the sign maker and the current situation is paramount. 8.Studying VAPHS campus, consisting of ALL buildings at Heinz Campus and University Drive campus, Parking lots and Access roads. 9.Meetings with VAPHS' representatives to gather information about the future developments on campus, major programs, and operational considerations. 10.Review of data, hospital standards and policies, and survey drawings provided by VAPHS and drawings of the existing hospital that are available at VAPHS. 11.Review existing electronic communication systems such as check-in kiosks and flat screen monitors, develop electronic way finding system to integrate with current systems in place and recommend additional complimentary electronic wayfinding. 12.Review and comply with applicable laws and regulations that pertain to heath care organizations and the specific site. 13.Compile data and prepare the Way finding Master Plan with existing and proposed overlays. 14.Schematic Phase: During this phase, provide VAPHS with three way finding options. Provide VAPHS with a full, executive level presentation with power point presentation, actual samples and cost break down per campus, interior and exterior separately. At this time, VAPHS will present to our Leadership and will need these tools to communicate effectively. This presentation will be utilized to finalize the VAPHS way finding solution concept. 15.Provide final, full in-depth presentation materials (electronic and hard copy) plus samples for VA design to present to VAPHS leadership. 16.After design completion, assist VAPHS in developing rating criteria for sign fabricator bid evaluation. DESIGN: Signage Design and Deliverables A. The scope of services shall include the following: 1.Complete Signage system design and engineering including support and anchor components, site surveys, consistent with the Master Plan, VA design guides and regulatory signage standards. Electrical power circuits to any and all illuminated signs must be designed in accordance with VAPHS standards. 2.The identification of the manufacturer and model of equipment required for VAPHS to produce signs in the future shall be reviewed and accepted by VAPHS before the design of the interior signs proceeds, vendor to list all salient characteristics as required for solicitation. VAPHS will acquire the sign making equipment directly from the manufacturer. Signage fabrication equipment must be exterior grade capable and mental health compliant. VAPHS prefers that our current sign making equipment be utilized, but can visit this further and is open to purchasing a new sign making system and equipment. 3.Exterior signs, symbols and logos mounted on foundations, poles, fences and buildings: a.Identity signage for campus, buildings and entrances. b.Parking Identification. Way finding directional signage to include Parking Identification and Traffic Flow Directional signage (pavement markings to be explored). c.Regulatory (to include VA mandated specialized signage and display systems) d.Policy/Public Notice. 4.Interior signs, symbols, logos and graphics mounted on walls, doors, ceilings as follows: a.Room identification. b.Building and Floor Directories. c.Directionals. d.Elevator identification. e.Stairwell and level identification. f.Department/Services Identification. g.Overhead Directionals Overhead identification. h.Evacuation Maps. i.Policy & Regulation Signage: j.(1). Patient Rights. k.(2). Public Notices. l.Operational/Instructional. m.Warning. n.Emergency. o.Way finding maps: 1.Staff Orientation. 2.Public. 3.Patients. p.Off-site Way finding Maps for marketing and patient destination purposes. q.Electronic way finding system to integrate with current systems (check in kiosks & flat screen monitors) & recommend further electronic way finding solutions. 5. Construction Administration a.Participate in pre bid meeting. b.Review bidders' scope to determine if the bid reflects the design requirements c.Help prepare contract with VAPHS and signage contractor. d.Review and take action on contractor/fabricator's submittals. e.Respond to Requests for Interpretations. f.Review and certify contractor/fabricator's applications for payment. g.Advise the Owner about schedule and quality concerns. h.Prepare a punch list inspection and report for each phase. i.Review work and confirm when all work is complete by the contractor. j.Review design documents with the VAPHS and obtain their approval. k.General correspondence. 6. Program Training a. Maintenance software installation. b. Staff Training for new equipment, sign making, installation, design. B. Deliverables include the following: 1.Written progress reports at the end of Schematic design, design development and construction documents consisting of presentation of design documents and samples/prototypes of products, schedule and budget updates, and issues with proposed solutions. a.Schematic Phase: During this phase, provide VAPHS with three way finding options. Provide VAPHS with a full, executive level presentation with power point presentation, actual samples and cost break down per campus, interior and exterior separately. At this time, VAPHS will present to our Leadership and will need these tools to communicate effectively. This presentation will be utilized to finalize the VAPHS way finding solution concept. 2.Meeting Minutes from meetings with the VAPHS, and any other applicable parties. 3.Both electronic recordings on an FTP site, in a format acceptable to VAPHS, and printed Drawings, Specifications, Addenda, Bid forms, for submission to at least three qualified bidders. 4.Assist VAPHS in the bidding process for contractor/fabricator. 5.Stamp contractor's submittals. 6.Respond to Requests for Interpretations. 7.Correspond with the contractor and the Authorities having Jurisdiction. 8.Issue punch lists upon substantial completion each phase. Verify completion of punch list upon notification from the contractor that the corrections have been complete. 9.Issue certificates of substantial completion. 10.Designer can visit the following site for any VA design guidance: http://www.cfm.va.gov/TIL/ -- Construction/Installation Period Services -- Expectations: Respond to submittals and other requests in a timely manner. Provide services: *Assist the VA to determine whether the contractor or subcontractor meets qualification requirements, support by written recommendations of any problems or litigation encountered in past based on first hand knowledge. *Review all submissions and provide recommendations to the VA within five calendar days upon request. *Review and provide replies to contractor generated RFIs when required by the project manager within 5 days. *Review contractor's cost estimates and provide recommendations to the VA. *Make site visits on requests of the VA and prepare written reports to include agreed upon changed in design as determined necessary during the installation. Visits made based on errors and omissions in design will be at no cost to the VA. *Participate in partial/final acceptance inspections as scheduled and generate punch list items for completion. The punchlist shall reference the contract documents for specific deficiencies (i.e. specification section, drawing detail, etc.) *Prepare as-built drawings on original set with Designer's stamp, based on record drawings that the contractor kept during installation and with correspondence performed during installation. Transpose contractor's as-builts to AutoCAD 2007 and provide a set of updated as-builts and specifications on CD and on FTP site within 30 days to the COR. These should be posted on Designer's FTP site for VA retrieval. Attachment A HEINZ CAMPUS MAP: Attachment B UNIVERSITY DRIVE CAMPUS MAP This procurement is 100% set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). The magnitude of construction is between $250,000 and $500,000. The NAICS code is 541430 and the small business size standard is $7 million. Interested firms who can perform the above work and are SDVOSB shall submit three (3) copies of current Standard Form 330, Architect-Engineer Qualifications (available on-line) and include the same information on a disk so it can be filed electronically. As per FAR 52.204-4(b): The Contractor is required to submit paper documents, such as offers, that are printed or copied double-sided on paper containing at least 30 percent postconsumer fiber, whenever practicable, when not using electronic commerce methods to submit information or data to the Government. The outer envelope MUST clearly identify the Solicitation Number (VA244-13-R-1462) and the project name (646-13-105 Wayfinding Design). Hand delivered packages will also be accepted. In addition to the SF 330's, please include a cover sheet containing the following information: NAME, ADDRESS, POINT OF CONTACT, AND EMAIL OF COMPANY NUMBER OF COMPLETED AND/OR CURRENT VA PROJECTS that relate to this type design work SOCIO-ECONOMIC STATUS OF AND DUNS NUMBER FOR CONTRACTOR AND ALL PROPOSED CONSULTANTS Phone inquiries, faxes, and electronic submissions will not be accepted. The deadline for receipt of SF-330's is September 4, 2013 at 4:30pm EST. Selection criteria shall be in accordance with FAR 36.602-1 and VAAR 836.602. Potential vendors must be registered at the following two websites to be eligible for award: System for Award Management : Federal Acquisition Regulations require that federal contractors register in the System for Award Management (SAM) database at http://www.sam.gov/portal/public/SAM/ and enter all mandatory information into the system. Contractors must be registered in SAM. Contractors who fail to register in SAM PRIOR to submittal of their proposal, will be ineligible for award. SDVOSB CVE Verification: Offerors must be VERIFIED by CVE and VISIBLE in the VIP database at the TIME OF SUBMISSION OF OFFERS. Failure to be BOTH visible and verified at the time of proposal submission will result in the offeror's proposal being deemed non-responsive and ineligible for award. Offerors CVE registration must be current at time of award. Vetbiz site can be found http://www.vetbiz.gov. This is not a request for proposal. The Government is under no obligation to award a contract as a result of this sources sought announcement.
