- Solicitation Number: P13PS01709 Notice Type: Presolicitation Synopsis: The National Park Service (NPS), North Cascades National Park, intends to make a single award for Architect and Engineering Services in accordance with the Brooks Act (Public Law 92- 582) and Federal Acquisition Regulation (FAR) Part 36.6 and 36.602-5, short selection process for contracts not to exceed the simplified acquisition threshold. The value of this award will be below $150,000, no other awards related to this announcement will be made. All submissions will be evaluated in accordance with the evaluation criteria. A "short list" of three firms deemed most highly rated after initial source selection will be chosen for interviews. From the three most highly qualified firms, the highest qualified firm will be issued a solicitation. The NPS will not pay, nor reimburse, any costs associated with responding to this request. The NPS is under no obligation to award a contract as a result of this announcement. The firm receiving the award will be selected based on demonstrated competence and qualifications to perform the required work. NATURE OF WORK: The purpose of this contract is for the A/E to complete all design development and final design services including graphics, specifications, final Class A cost estimates, and project support information of the work elements as described in the NPS PMIS (Project Management Information System) Report, as listed in the Project Program, and as presented in the Final Site Scoping Trip Report and approved by the National Park Service. This includes contract documents for the rehabilitation of the elevator using the recommendations of the modernization work elements in the Scoping Report and replaces those components to result in an elevator with new machine-room-less technology with a new gearless machine. In addition, the design team shall coordinate with the park for related work associated with this refurbishment or replacement of the elevator machinery and equipment. These non-related work items are listed in the Site Scoping Trip Report. The design team shall provide final designs and support information in coordination with the park on these non-related items, so that the park can take supporting actions to accomplish these items in conjunction with the elevator modernization. This support in evaluating the information received from the bid solicitation would be as an advisor to the NPS bid evaluation team in understanding the approach to achieve the machine-room-less technology for the elevator installation. The AE shall provide all manpower, equipment and supplies to perform the requested services in accordance with any final contract award. All work shall be performed under the direct supervision of a professional Architect Engineer licensed in the State of California. PROJECT INFORMATION: This project consists of Architect and Engineering work related to modernizing the 29-year old elevator at the Channel Islands National Park, Ventura, California. The performance period is approximately September 2013 through January 2014. The contracted rehabilitation will replace a large inefficient DC motor (25 HP, 200V, 71 amps) with an efficient AC motor. The archaic mechanical control systems in the car and in the mechanical room will be updated and replaced by solid state circuitry components. Car controls will be upgraded to meet current accessibility requirements. The specifics of the new elevator motor and other upgrades will be determined during the design considering the most up-to-date components available at that time. A preliminary evaluation of the elevator was conducted in early 2011 by Republic Elevator Company. Additionally, a separate AE firm conducted a Title I Site Scoping Trip Report completed by the AE dated January 19, 2012. The preliminary evaluation and the recommendations of the Site Scoping Trip Report shall be the basis for all design work under this award. The main elements of the work are: removal and replacement of the existing elevator controls, replacement of controls, buttons, and position indicators with ADA compliant units, replacement of the hall and car door operating equipment, replacement of the elevator door re-opening device, remove and replace the hoistway wiring, switches, and leveling system, replacement of the existing D/C hoist motor, rebuild or replace the break and linings, rebuild the governor, add all necessary brackets and counterweights, engineer and design the rope gripping device, testing of the capacity of the elevator hoist ropes. This contract shall review the Republic Elevator recommendations in the Site Scoping Trip Report and develop the rehabilitation of the elevator using the recommendations of the modernization work elements in the Scoping Report and replace those components to result in an elevator with new machine-room-less technology with a new PM gearless machine. All work will bring the elevator installation up to present code standards including all U.S. Government AFAS standards, section 4.10 for elevators. Use of an elevator specific consultant for this work is required. Supplementary Background Information: The Architect and Engineering firm that performed the Title l scoping trip received the award under an existing National Park Service Indefinite Delivery - Indefinite Quantity AE Contract, that contract has since expired. NPS has determined a new procurement action is required; however, NPS fully intends to allow the original AE Title l contractor to submit and be considered for award under this action. SELECTION CRITERIA: Selection criteria for this acquisition are listed below and each factor is considered equal in importance. (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; the general geographical area is Southern California. SUBMITTAL REQUIREMENTS: All responsible sources may submit a response which, if timely received, shall be considered by the NPS. All respondents shall submit SF 330s, Part I and Part II, to the Contracting Officer, Barry Fetzer, at the address below. NPS reserves the right to consider current SF330's that are otherwise eligible and on file with the National Park Service, Pacific West Region in response to this announcement. All responses shall be submitted for receipt no later than 4:00 PM, PT, Tuesday, August 20, 2013. Late proposal rules found in FAR 15.208 will be followed for late submittals. THIS IS NOT A REQUEST FOR PROPOSAL. This is a request for SF 330 Architect Engineer Qualifications packages only. Any requests for a solicitation will not receive a response. No material will be issued and no solicitation package or plan holder list will be issued. A solicitation will only be issued to the most highly qualified Architect Engineering Firm. Personal visits and phone calls to the facility to discuss this announcement will not be allowed. Inquiries directed to the Contracting Officer shall be in writing, phone requests will not be honored. Any AE contractor considered for award must be registered in the System for Award Management (SAM).
