Description
The SMC Development Planning Directorate (XR) is conducting acquisition planning and market research for the WFOV HP Project. The Government requests that interested companies submit a Statement of Capability (SOC) and provide any additional feedback not previously submitted for the unclassified WFOV HP Project Technical Requirements Document (TRD) dated 30 April 2013. In addition, the classified appendix (Appendix B-Classified Requirements) will be distributed for comments to those requesting it in accordance with paragraph 2 of this RFI. SOCs must be submitted per the content and format defined in Section III of this RFI. This is an opportunity for both the Government and Industry to gather more information prior to the release of the WFOV HP Project Request for Proposal (RFP). Aviation Blvd., El Segundo, CA, 90245 I. Description / Purpose: •1. The SMC Development Planning Directorate (XR) is conducting acquisition planning and market research for the WFOV HP Project. The Government requests that interested companies submit a Statement of Capability (SOC) and provide any additional feedback not previously submitted for the unclassified WFOV HP Project Technical Requirements Document (TRD) dated 30 April 2013. In addition, the classified appendix (Appendix B-Classified Requirements) will be distributed for comments to those requesting it in accordance with paragraph 2 below. SOCs must be submitted per the content and format defined in Section III below. This is an opportunity for both the Government and Industry to gather more information prior to the release of the WFOV HP Project Request for Proposal (RFP). •2. The Government intends to revise these documents, as needed, prior to the official release of the RFP. The TRD dated 30 April 2013 is attached hereto this notice. Companies interested in obtaining the classified appendix are required to submit a request to the Government point of contacts (POCs) identified in Section V. Companies must provide company name, address, CAGE code, Facility Security Officer (FSO) contact information, designated POC, and POC social security number (SSN). Upon receipt of the request for the classified appendix, the Government will verify the company's facility clearance and POC security clearance to ensure both are capable of handling classified material prior to mailing the document. •3. SOCs and feedback on the TRD classified appendix should be submitted to the Government POCs identified in Section V. The Government requests this information be submitted no later than (NLT) 19 August 2013. Classified responses to the SOC or TRD should be submitted ONLY by mail to the address identified in Section V. II. Background •1. SMC/XR, in cooperation with the Infrared Space Systems Directorate (SMC/IS), is seeking feedback on the WFOV HP Project TRD in order to continue acquisition planning and market research to procure a WFOV payload in support of the SMC/IS Space Modernization Initiative (SMI). This procurement, currently known as WFOV HP Project, will be conducted by the SMC/XR Hosted Payload Office (HPO). The WFOV HP Project involves the design, fabrication, test, delivery and support during spacecraft integration and testing and post-launch operations of one staring Overhead Persistent Infrared (OPIR) 9° WFOV payload. The payload is intended to be hosted on a commercial communication satellite. The selection and assignment for spacecraft integration and launch will be made at a future date and is not part of this acquisition. The contractor will be responsible for shipping the payload for calibration within 30 months of Authority to Proceed (ATP). The calibration activities will take place in accordance with government test plans at a government identified facility. The contractor will be required to provide continued support during all calibration activities. Delivery of the payload for spacecraft integration and testing is required within 36 months of ATP. The contractor will be required to provide continued support during all spacecraft integration and test activities. •2. At present, the Government is conducting market research for this procurement to determine whether the payload can be delivered within the cost and schedule targets identified. The payload will require a 3-5 year mission life and have a Class C mission risk rating per TOR-2011(8591)-5, except where otherwise noted in the Engineering Memorandum. Government objectives are to deliver the payload for spacecraft integration and testing no later than 36 months after ATP and at a cost goal of under $42M. The current estimated RFP release is scheduled for March of 2014 with ATP in March of 2015. Additionally, Please identify or provide input on the contract type that would be considered for this effort. III. Statement of Capabilities Content and Format •1. All SOCs shall adhere to the content and format requirements detailed below. •2. All SOCs shall address the following topics: •a. Previous Program Experience : Summarize work on previous programs and payloads (delivered within the last 10 years) that are comparable to the products requested in this notice. Include any previous experience in commercial hosting. Indicate whether these programs were completed within cost & schedule requirements, whether they met the technical specifications, their contract value, and the type of contract. Provide a customer reference for each of the programs cited for SMC/XR to contact. •b. Technical Expertise : Describe the company's engineering organization, breadth and depth of its technical expertise to design, procure, fabricate, integrate & test: focal plane arrays, optics, control electronics, software, cryocoolers, thermal control, mechanisms, and sensor signal processing to successfully deliver the products and services of this solicitation. Identify key personnel, their experience, their availability, and whether sub-contractors would be required. •c. Integration & Test Facilities : Summarize all tools and test facilities intended to be used by the company to deliver the sensor. •d. Mission Assurance & Risk Management : Summarize the personnel, tools, processes, and procedures in place to assure the reliability of the deliverables. The government intends to participate in mission assurance oversight during the development, test and evaluation of the payload. Identify and describe any risks associated with the proposed technical approach and plans to mitigate the risks. •e. Corporate Organization : Describe the company's overall organizational structure, management and technical team, number of personnel, and its relationship to the program office that would be responsible for performing this work. Summarize the company's financial condition over the past two years and discuss the company's financial stability over the next four years to perform this work. •f. WFOV HP Project Acquisition related topics: Provide feedback on the Government's cost, schedule, and technical requirements as described in Section II. Address items such as preferred contract type, level of small business participation, subcontracting opportunities, and other areas that could affect the cost, schedule, and technical objectives listed above. •g. Summarize the relevant hardware, software, technology readiness level (TRL), and state of manufacture readiness of the components and assemblies for the payload. •3. All SOCs shall adhere to the following format requirements: •a. The SOC shall not exceed 10 pages in total length. The page limit does not apply to cover sheets, table of contents, acronyms, or TRD feedback. •b. Pages shall be single-spaced and numbered, 8.5x11 inch size, and have 1" minimum margins on all sides. •c. Main body text shall be 12-point uncompressed Times New Roman text font. The font requirement does not apply to text within graphs or figures. Font used in tables must be the same as for main body text, except that it can be reduced to no lower than 10 point size. •d. If the SOC contains proprietary information, it shall be marked accordingly. IV. Small Business Consideration: Participation from qualified small business and small, disadvantaged business firms interested in prime contract opportunities is highly encouraged. V. All Government, FFRDC, SETA and SE&I personnel will sign appropriate non-disclosure forms. The Government will treat all responses as Proprietary. •4. Non-participants will not be excluded from submitting a proposal in response to an RFP. The Government will use responses to the notice for informational purposes only as part of its acquisition planning and market research. Information obtained from responses to this notice will not be used to exclude potential future bidders on the WFOV HP Project payload acquisition.
