- Request for Proposal Package This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NRC-HQ-13-R-04-0114 and is issued as a Request for Quotation (RFQ). The contract type intended for this procurement is a firm fixed price contract. The North American Industrial Classification System (NAICS) code for this procurement is 541690. The project title is: "Analysis of the Performance of Boral and Similar Composite Neutron Absorbing Materials in Nuclear Spent Fuel Pools". Objective: This contract elicits technical expertise on the subject of the neutron absorbing material Boral, and similar cermet neutron absorbers, as it relates to its function in nuclear spent fuel pool under both normal operating conditions and anticipated operational occurrences (DBEs) such as seismic event or sudden change in pool water temperature or sudden change in pool chemistry. In brief, the contractor shall prepare a technical letter report focused on Boral and similar materials encompassing five broad topics: 1. Literature and information review 2. Analysis of degradation modes of the material 3. Analysis of degradation on the B4C component of the composite 4. Assessment of monitoring and surveillance programs 5. Prediction of material lifetime under normal operating conditions This procurement is expected to be awarded in Fiscal Year 2014.
