- RFP - Inline XBRL 1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6. 2) Solicitation number SECHQ113R0020 is issued as a Request For Proposal (RFP). 3) This is an unrestricted acquisition (i.e. no set-aside). 4) The Contractor shall provide the U.S. Securities and Exchange Commission (SEC) with technical services to create and support an Inline eXtensible Business Reporting Language (XBRL) software solution that enhances the ability of end users and application programmers to use SEC Interactive Data embedded into HTML documents using the Inline XBRL specification. The SEC views Interactive Data as an important way to increase access to information in the financial marketplace. Inline XBRL users should have freely available software to view, search, and extract the data in Inline XBRL documents in a variety of web browsers. In addition, the SEC intends to post the Inline XBRL software solution source code (C.3.2 and C3.3) available under the Apache 2 license to allow software developers the maximum flexibility to incorporate its functionality into their own XBRL software tools (similar to its posting of the current Rendering Engine source code). The SEC will have unlimited rights to any data (including but not limited to technical data and software products) produced in the performance of this contract in accordance with FAR 52.227-17 Rights in Data-Special Works (see Section H.18 for more information). Stakeholders that have an interest in a software solution supporting viewing and validation functionality of Inline XBRL documents include the investing public, registrants, disseminators, filing agents, financial printers, software vendors, Offices and Divisions of the SEC, XBRL US, International Accounting Standards Committee Foundation (IASCF), and XBRL International. The Inline XBRL software solution would take the form of a cross browser client side extension (plug-in) using JavaScript which would provide functionality when an Inline XBRL document is opened in required web browsers. The server-side validation functionality component would use java or python and would need to run on named operating systems. The scope of the proposed Inline XBRL software solution is independent of implementation into any existing submission platform or process and does not extend to the supply of hardware that would be needed to host a server. However, it may be assumed that external parameters available to the current EDGAR XBRL validator, including the submission type, exhibit name, registrant names and CIK's are available for the development of the server-side validation as long as the they do not violate the solution requirements.
