- The facility must be within the delineated area of the Noble Dorm at the CDP especially since the 6.2 acre surrounding land will accommodate the substantial growth that is proposed and anticipated over the coming months/years and is now able to be used for training purposes and the identified area needs to be in close proximity to classrooms, lecture halls, dining hall and allow for these to be accessible by the students in training without the need for transportation by bus or shuttle to areas that are too far away to reach by walking and in a reasonable time frame to enable training. This is a unique location that benefits from it's proximity to the other FEMA's properties and cannot be replicated. The delineated area is: North - Berman Rd, South - Straub Circle, East - Iron Mountain Road, West - Straub Circle and is a small geographic area that is entirely within the property that was formerly known as Fort McClellan, AL, now Anniston, AL. This Delineated Area is located on the former Fort McClellan property because of all of the efficiencies of having security, transportation and food service in close proximity to the training campus because absent those services, the rate would significantly increase. If those services had to be provided elsewhere and there would be no possibility of sharing them nor any economy of scale. The rate would even be higher if it was necessary to include expenses for information technology and communication infrastructure, In addition, going off site for required services would seriously interfere with the agency's compressed training schedule and impair its mission.
