Description
The US Army Contracting Command-Redstone (ACC-RSA) intends to negotiate and award a sole source contract modification (as prescribed by FAR 6.302-1(a) (2) (iii),) to Northrop Grumman Systems Corporation, Azusa, CA; cage code 70143. This will be a sole source contract modification under contract DASG60-94-C-0073 for the Government's requirement for the procurement of additional Contractor Logistics Support (CLS) for an additional four months (1 October 2013 through 31 January 2014) and continuation of Engineering Services (ES) support for an additional eight months (1 October 2013 through 31 May 2014) under contract DASG60-94-C-0073. This bridge is necessary to continue the sustainment support of the five fielded JTAGS Block 1 systems until a new sole-source follow-on contract can be awarded. The follow-on contract will be the final effort under JTAGS Block 1. The JTAGS Block 1 systems will be replaced by the JTAGS Block 2 Preplanned Product Improvement (P3I) systems awarded under full and open competition to Northrop Grumman Systems Corporation, contract W9113M-12-C-0055. Under CLS, the contractor shall provide depot-level, in plant, and on-site maintenance support and technical assistance to insure the uninterrupted operation of the JTAGS systems. For the JTAGS ES, the proposed effort is for the extension of the period of performance to allow completion of tasks already on contract prior to 30 September 2013. Under the ES effort, the contractor provides Direct Productive Person Hours (DPPH) which will be used to determine and develop communications upgrades for JTAGS theater networks; to execute studies for developing new algorithms to enhance JTAGS performance against evolving theater missile threats; to execute the development and analysis of software to support interoperability testing and a net centric architecture; to execute studies and develop algorithms to support the inclusion of additional satellite data feeds and fusion with existing data sources; to execute development and analysis of the JTAGS program; and to execute various exercises and analysis to provide more accurate and timely JTAGS data to war fighters. The additional period of performance for the JTAGS Block 1 CLS shall be 1 October 2013 through 31 January 2014 and ES shall be 1 October 2013 through 31 May 2014. In accordance with FAR 6.302-1(a) (2) (iii), these services are deemed to be available only from one responsible contractor source to maintain a continued provision of highly specialized services. Award of this modification to any source other than Northrop Grumman Systems Corporation, would result in unacceptable program delays and in a substantial duplication of cost to the Government, which would not be recovered through competition.
