- Safety is a primary concern of the United States of America (USA) Department of Transportation (DOT) Federal Highway Administration (FHWA). For roadway vehicular traffic, the factors having primary influence on safety, aside from the vehicles and motorists, are geometric design, traffic control devices and pavement surface characteristics. The Federal Highway Administration (FHWA) is seeking organizations interested in contributing to or participating in a study to address the development and deployment of a comprehensive system to design, construct and maintain Porous-Graded Asphalt (PGA) surface courses.
