Deputy Contracting Officer Representative Mexico City, Mexico Issuance Date: 08/05/2013 Closing Date: 08/19/2013 SOLICITATION NUMBER: PSC-13-037-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. PLACE OF PERFORMANCE: Mexico City, Mexico 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Narcotics Affairs Section (NAS) at the US Embassy Mexico City manages assistance activities funded through the US Department of State (DOS), Bureau of International Narcotics, and Law Enforcement Affairs (INL). NAS manages bilateral assistance programs that help design, build, and nurture the capabilities of law enforcement agencies (LEAs) in Mexico by investing in the professionalization of host government personnel and improvements to the infrastructure of host government agencies through the provision of professional training, equipment, technical assistance, and other needed goods and services. The NAS administers assistance projects in Mexico with funding appropriated by Congress under the Merida Initiative and subsequent INCLE funding for Mexico. The assistance initiative is based on a four pillar strategic framework consisting of: 1. Disrupt capacity of organized crime to operate. 2. Institutionalize capacity to sustain rule of law. 3. Create a 21st century border structure. 4. Build strong and resilient communities. Purpose: The Deputy Contracting Officer's Representative (COR) will be responsible for oversight of a variety of contracts implemented in Mexico to address: counternarcotics and trafficking issues; port, airport, and border security issues; operational technology for law enforcement; crime prevention; drug demand reduction; criminal justice system reform; anti-corruption, transparency, and human rights issues and law enforcement training. Many of these programmatic counternarcotics, law enforcement, and judicial reform activities will be implemented through contracting actions with US and host country companies. The COR will assist in the supervision of a small group of contract administration support staff dedicated to the development, planning, preparation, management, and execution of metrics, plans, and actions to monitor contractor performance and ensure contract compliance with respect to cost, schedule, and performance. The COR and the contract administration support staff will work closely with NAS Program Coordinators and their staffs who will fill the roles of Government Technical Monitor (GTM) for all or most contracts. The GTM will monitor and inspect the contractor's progress and performance to assure compliance with the contract terms and conditions. The COR shall ensure contractual terms are adhered to and take appropriate action should the contractor not be in compliance. Relationship: The Deputy COR will report to the Senior COR based in Mexico City. The COR is responsible for supervising locally engaged staff (LES) and may give work guidance and instruction to government technical monitors (GTMs). Duties and Responsibilities: 1. In coordination with the Senior COR and other INL stakeholders, analyze program needs for contractor support, as well as to define and document scopes of work, plans, schedules, budgets, site-specific considerations, work requirements, milestones, and operational activities for the assigned support contracts. Advises and assists stakeholders in developing clear, accurate, and detailed contractual requirements. 2. Represents the CO in coordinating contract administration. Facilitates the flow of accurate and timely information among stakeholders, including organizing, conducting, and documenting project meetings in cooperation with the Senior COR and GTMs. 3. Coordinates with program officers on a wide range of technical matters that arise in the administration of the assigned contracts and task orders. Clarifies contract technical requirements, including inspection, testing, and acceptance procedures. 4. Monitors contractors' progress and performance to assure compliance with all contract terms and conditions. Provides advice and assistance to program/project officers to ensure that rigorous surveillance of contractor activities is being exercised. Visits contractor work sites to provide guidance and resolve issues as needed. 5. Reviews, evaluates, and documents contractor performance in relation to contract requirements, including conducting progress reviews and providing appropriate approvals with authority delegated by the CO. Prepares progress reports in conjunction with contract milestones and updates plans and schedules as needed. Ensures that the results of assigned projects support the achievement of the INL goals and objectives. 6. For assigned projects, provide contract performance information to all concerned parties, including program offices/officers and INL management. Provides advice to all stakeholders including the contractors on contract terms and conditions and performance requirements for the assigned projects. Provides assessments of contractor progress and performance as requested and recommends specific actions to improve progress and performance where required. Minimum Qualifications: 1. Citizenship: U.S. citizen, able to obtain/maintain a Department of State (DOS) Secret security, medical, and Ethics clearance. 1. Education: Must have a Bachelor's degree from an accredited institution or a minimum of 10 years of experience in the government contracting field; or experience as a financial management analyst, COR or GTM on other USG contracts. 2. Foreign Language: Spanish Language capability at the 3/3 level. Will routinely work in a Spanish language only environment. 3. Computer Skills: Proficient in Microsoft Office. 4. Work Experience: Five (5) years of demonstrated experience in the area of government contract administration. 5. Management Experience: Two (2) years of demonstrated experience managing contracts or projects. 6. Leadership Experience: Two (2) years of demonstrated experience leading, managing, or supervising others. 7. Knowledge: Expert knowledge on government contracting principles, methods, and practices. 8. Communications: Demonstrated experience writing Statements of Works (SOWs), standard operating procedures (SOP) and detailed instructions. 9. Contracting Officers Representative (COR): Proven ability to obtain/maintain the Contracting Officer's Representative (COR) through FSI (distance learning PA-296), within the first 30 days of assignment or proof of successful past completion of said training. Evaluation Criteria: Factor 1: (Knowledge) (40 points) Offeror's demonstrated knowledge of FAR and State Department contracting policies and procedures (DOSAR). Demonstrated knowledge of the roles and responsibilities of the CO, COR, and GTM. Factor 2: (Work and Management Experience) (20 points) Offeror's demonstrated professional experience in contract administration. Offeror's demonstrated experience in managing and conducting oversight of government contracts. Factor 3: (Leadership Experience) (20 points) Offeror's demonstrated experience in leading a team and managing staff. Factor 4: (Past Performance) (20 points) Past performance evaluation of applicant's ability to perform contract management. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
