- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT SHALL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 Employees. This requirement is unrestricted and all interested vendors may submit a quote. *** 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to both the Contract Specialist (prateema.carvajal@nist.gov) and the Contracting Officer (Donald.Collie@nist.gov). Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. All offerors shall provide a quote for the following line item(s): Line Item 0001: One (1) EACH, 3 AXIS REAL-TIME FIBER OPTIC BASED INTEROMETRIC DISPLACMENT SYSTEM BACKGROUND INFORMATION: The Production Systems group requires a 3-axis real-time fiber-optic-based interferometric displacement measurement system to be used for the characterization of dynamic positioning performance of ultra-precision positioning systems. Displacement sensors must be independently connected to a controller/laser source via fiber optic cables and simultaneously sampled. The sensors shall contain collimating optics and be less than 15 mm diameter and 50 mm long. Displacement measurements of reflective surfaces shall be achieved with sub-nanometer resolution. Additionally, the system shall be capable of standalone operation and capable of performing vibratory measurements The contractor shall meet the following minimum specifications: Sensor Heads 1. Number of Sensor Heads (Axes): The system must have at least three measurement sensors and support the simultaneous measurements of all three sensors. 2. Sensor Head Type: shall contain collimating optics and directly measure the displacement of a reflective (mirrored) target, i.e. there should be no need for any optics between the sensor head and target. 3. Sensor Head Geometry: The sensor heads shall be nominally symmetric about the measurement axis (e.g. nominally cylindrical), identical and be no greater than 15 mm in diameter and 50 mm long. 4. Sensor Head Connection: The sensors shall be independently connected to the controller/laser source via fiber optic cables. The fiber optic cable for each sensor shall be no less than 3 meters and no greater than 6 meters long. There shall be no electrical connections to the sensor head. 5. Sensor Targets: No less than 3 reflective mirror targets with diameters no greater than 10 mm shall be provided 6. Laser Wavelength Stability: 100 parts per billion or less 7. Laser Spot Size: no greater than 3 mm 8. Laser Safety: laser safety classification shall not exceed a Class 2M User and Hardware Interface and Output 9. Software: Sensor software for laser setup and data acquisition 10. Output: Displacement value and A quad B signals 11. Hardware Interface (1): The controller shall provide a USB interface capable of sampling and transferring data up to 100 kHz per channel. 12. Hardware Interface (2): The controller shall provide a BNC interface with a measurement bandwidth no less than 8 MHz. 13. Electrical Power Requirement: The system should safely operate around 115 VAC Environment 14. Ambient Conditions: The sensor heads shall be able to operate in ambient air with a temperature range of 15°C to 25 °C Measurement Performance/Capabilities 15. Measurement Range: from zero to no less than 300 mm 16. Minimum Working Distance: no greater than 1 mm 17. Position Repeatability: 10 nanometers or less in vacuum at a distance less than or equal to 100 mm 18. Measurement Bandwidth: must be capable of up to 8 MHz or greater 19. Digital Sensitivity/Resolution: less than or equal to 100 pm 20. Maximum Velocity: The system shall be able to measure the distance of a target translating up to one meter per second. Service 21. The product shall be commercially available and serviceable. 22. At minimum a 1 year warranty shall be provided with the system Delivery terms shall be FOB Destination. The contractor shall deliver all line items to NIST, Building 301, Gaithersburg, MD 20899. Evaluation will be based on the following criteria: 1) Technical capability factor "meeting or exceeding the requirement" and 2) Price. Award will be made to the lowest price, technically acceptable quote. Technical Capability: Evaluation of Technical Capability will be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. Price: Quoted price shall be evaluated for reasonableness. 1352.246-70 PLACE OF ACCEPTANCE (APR 2010) Inspection will be done at the NIST facility. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that shall include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government shall accept the quoted price. However, the terms and conditions stated herein shall be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation.
