Shultz National Foreign Affairs Training Center Audiovisual Facility Smart Technologies Upgrade & Installation Project Introduction and Background The Foreign Service Institute (FSI) is the Federal Government's primary training institution for officers and support personnel of the U.S. foreign affairs community, preparing American diplomats and other professionals to advance U.S. foreign affairs interests overseas and in Washington. At the George P. Shultz National Foreign Affairs Training Center, the FSI provides more than 450 courses, including 70 foreign languages, to more than 50,000 enrollees a year from the State Department and more than 40 other government agencies and the military service branches. The Audiovisual (AV) equipment in the School of Language Studies classrooms is used for reinforcing the language and cultural training. The current classrooms utilize Smart Tech's ‘smart board' integrated touch and projection systems as the primary audiovisual display tool. This project seeks to purchase and install Smart Boards and projectors for both new installs and to refresh existing equipment. Scope of Work (a)Upgrade 43 660i2 Unifi45 Classrooms: This project will involve the upgrade, of forty three (43) classroom's Smart Tech UF45 projector systems to the UF75 projector system, while consolidating the display systems cabling in a clean, professional manner which is consistent with current FSI schema. Classrooms TBD. The vendor will remove the existing UF45 projectors and upgrade with the Smart Technologies UF75 projector, which includes the following components: SMART UF75 projector_ Short-throw projector that reduces shadows and distractions and improves the visibility of images, videos and notes. Extended control panel (ECP)_ Provides quick and easy access to controls, including the power button, volume control and video input selection. The ECP also has a dual USB port that enables users to connect a peripheral keyboard, access data stored on a USB drive, or connect two computers to the SMART Board interactive whiteboard and easily switch between them as required. Three-year warranty_ The SMART UF75 projector has a three-year warranty. The existing Smart Tech boards will remain in place and be used with the UF75 projectors. The existing speakers will remain in place and be connected to the output of the new UF75 projectors. Provide one spare projector lamp for each system. (b)Installation of three SB680 boards into room F3131, F3133 and F4307: These rooms have existing projectors and 500 series boards. The vendor will provide all cabling, Smart Boards and labor to install new boards into these rooms. The existing projectors will remain in the rooms. The projectors are Epson EMP 6110. Remounting of the projectors may be required to eliminate keystone and properly align the projector to the board. This will be determined during post award walk through. Quantity (Vendor Provided Items) 43Smart Tech UF 75 Projectors. 43Sets of cable bundles - Smartboards to wall plate. 43Short cable bundles - wall plate to classroom equipment. 43Extron wall plates (60-300-03 white) with Extron AAP inserts for terminations (2x70-101-23, 70-454-13, 70-091-22 also white) or equivalent. 43Unifi-75 projector lamps (spares). 43 Smart Cat 5 to USB extenders or- (CAT 5-XT) or equivalent. 03SB680 boards for room F3131, F3133 and F4307. Requirement (Installation to 43 Classrooms, exact room numbers to be determined later) Vendor will remove existing Unfi45 projector, arm, mount, break out box and cabling. All hardware will be noted as to classroom location and any inventory numbers then moved to the AVF lobby (F1328) in rooms to be upgraded; Vendor will install Smart Tech UF75 projector in accordance with Smart Tech recommendation, including height, attaching mount to wall stud, use of non-conductive washers/drywall anchors and security hardware. (Location of system will be determined in combination of current location and wall stud); Vendor will install cabling for each of the following devices to connect to the 660i5 (UF75) system; One classroom PC(Computer 1) - SVGA (DB15), 3.5mm audio, USB One classroom DVD player (Video) - Composite video and two channel audio, all RCA One classroom STB (Computer 2) - SVGA (DB15), 3.5mm audio Please see layout attachment Vendor will dress all cabling behind the classroom walls; Vendor will terminate cabling at the appropriate integrated system inputs and at a wall plate near the room's credenza closest to the board Vendor will provide short cabling to run from room equipment to the wall plate; Vendor will utilize cat 5 to USB extenders- Smart CAT5-XT or equivalent; Vendor will test and confirm functionality of all connections; Vendor will provide a complete list of model numbers/names, serial numbers and settings for each classroom in an editable electronic format; Vendor will make sure all cables are labeled and grouped together - All audio cables should be captive with their appropriate video connections (I.E. is should be clear what audio and video connections go together at the originating device end); Vendor will confirm that cable bundle connected to the USB speaker/hub is managed with minimum wire tension; All output audio must be done analog, NOT USB; Specific classrooms for this upgrade TBD. Place of Performance 4000 Arlington Boulevard Arlington, VA 22204 Additional Instructions and Guidelines Access to FSI campus must be coordinated with the audiovisual facility. All contractors must provide their name at least 48 hours in advance of installation services in order for non-escorted entrance to be granted; All equipment must be unloaded at the loading dock on FSI campus. Access to the loading dock takes approximately 20 minutes; there is no parking in the loading dock area; Parking at FSI is $5, per day; Equipment and supplies can be stored at the FSI audiovisual facility. Space for equipment and supplies is limited to a storage space approximately 20ft by 20ft and secured after hours. Access to storage location is secured after normal business hours. FSI does not take responsibility for any contractor owned equipment unless specified in writing;All work is to be completed Monday through Friday between 08:00 and 17:00; FSI may, at its discretion, require some work to be done during evening hours Monday through Friday from 16:00 to 22:00, due to unavoidable scheduling conflicts. Vendor must be available to work these hours if required. Vendor must specify if any premium charges apply for evening work; All trash will be moved to the FSI loading dock down the hall from the AVF. All cardboard will be flatted before moving and placed to one side on the loading dock for recycling.
