- CANCELLATION NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is VA248-13-Q-2389 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-69. The associated North American Industrial Classification System (NAICS) code for this procurement is 339999 with a small business size standard of 500.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-08-14 11:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Bay Pines, FL 33744 The VHA NCO 08 - 516 - Bay Pines, FL requires the following items, Brand Name or Equal, to the following: LI 001: - MILO Shuttle CPU - Based on MS Windows 7 Platform (64-bit) - True 1080i HD Projector - HD Projection Screen (12'x7') in HD 16:9 format - Advanced 16-device Hit Detection Box - Calibration Wand - All Power and Video Cables, Power Strip - 22' Flat Panel Touch Screen Monitor - Wireless Keyboard and Mouse - Speakers/Sound Systems (5.1 Surround) - Portable Transport Cases for System and Peripheral Items - 500+ Multi-Branching Interactive Scenarios are Pre-loaded as well as 45+ interactive firearms Skill Builders Interactive and Scenario Course Designer Program: The Course Designer Program is editing software program that can be used to create lessons, tests and presentations for classrooms, auditoriums, and training rooms. Allows the user to utilize both digital video and computer graphics capabilities to create fully interactive training videos and/or graphics based training environments. Included: (1) HD Camera Trainee Action Capture (TAC): Allows recording of trainee's actions/reactions during scenario with playback inserted into the debrief scenario with Picture-in-Picture format. This debrief format can then be saved to the hard drive or disc for documentation purposes. Laser Training Devices: (2) Weapon Laser Inserts for dry-fire pistol training (9MM) (2) Laser OC Canisters Low Light Training Program: Allows the trainee to use real flashlight in-conjunction with his/her weapon for low light training. This system is non-lane based which allows for multiple users. Included: (2) IES Supplied IR Lens for Strion Flashlights (non-LED) Graph X Target Drills: "45" Marksmanship Programs Allows the user to utilize any of the GraphX modules for Course of Fire, Marksmanship, Shoot House, Basic Targets, Range Practice, and the ability to create your own current qualification course. 3D Scenario Package Includes 20 HD-quality, 3D scenarios on the system and continues to provide 3D scenarios for the life of the system. Includes: Two (2) pair of anaglyph safety glasses provides 3D effects without impending on your peripherals. Knowledge Base: Utilizes custom multi-media for reinforcement of policy, procedures and learning objectives. Statistics and Management: Allows user to manipulate the database information as to create individual an/or group statistics using relevant filtering criteria Baton Branching and Scoring: Allows the trainer to manually branch the scenario while the trainee uses his actual baton. The system will branch and score the use of action as a baton strike. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, VHA NCO 08 - 516 - Bay Pines, FL intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. VHA NCO 08 - 516 - Bay Pines, FL is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com.
