- SMALL BUSINESS SOURCES SOUGHT NOTICE: MAINTENANCE SERVICE FOR HERACLES AND PROMETHEUS E-NOSE SYSTEMS NOTE: This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses, HUBZone small businesses, service-disabled, veteran-owned small businesses, 8(a) small businesses, veteran-owned small businesses, woman-owned small businesses, or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition (811219, Other Electronic and Precision Equipment Repair and Maintenance, Size Standard: $19 million). Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information it submits. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). BACKGROUND U.S. Food and Drug Administration's (FDA) Center for Food Safety and Applied Nutrition (CFSAN), has a need for rapid detection and characterization of volatile decomposition products in seafood to determine its freshness or spoilage state. CFSAN scientists use two types of electronic nose (E-nose) systems for that purpose: a combined chemical sensor array and mass spectrometer (Prometheus) and a miniature high speed gas chromatograph with a pair of matched capillary columns and flame ionization detectors (Heracles). Both E-nose instruments provide fast response to volatile compounds and record component specific qualitative and quantitative details. The instruments' data systems with proprietary software generate libraries from training samples, make decisions on unknown samples for acceptance or rejection, and produce printed reports. Because of the instruments' complexities, CFSAN requires preventive and corrective maintenance service and support to ensure uninterrupted operation of the systems. System Descriptions: The two E-nose instruments that need preventive and corrective maintenance are called Prometheus and Heracles. They were purchased from Alpha MOS America and manufactured by Alpha MOS. Their specifications are as follows: Prometheus: • A combined Alpha-FOX-4000 and a Fingerprint mass spectrometer (FMS), supported by a Parker Balston TOC Gas Generator (air purifier), model TOC-1250, and a Gast air compressor, model 2HAH-92F-M200X. • Sampling is accomplished by an Autosampler, Alpha MOS HS-100, equipped for both headspace injection and solid phase micro-extraction (SPME) operation with two sample trays, each for 32 vials (10 or 20 ml headspace vials), a heated agitator, and a conditioning station for SPME fibers. • The two electron emission filaments of the mass spectrometer are replaceable. • The sensor array contains 18 sensors, each of them is individually replaceable. • The Fox-4000, the FMS, and the Autosampler are controlled by the instrument's data system, which also carry out the data acquisition and the post-run data manipulation tasks (data reduction, library creation, multivariate analyses, report generation, and print-out). • The data system software is loaded in a Dell Optiplex 780 computer dedicated for the Prometheus. The data system parts include AlphaSoft v. 8 (used for data collection from FMS and/or Fox-4000), AlphaSoft v.12 (used for data collection from Fox-4000 and advanced manipulation of all instruments data), and RGAWin software for FMS diagnostics. Heracles: • "Flash E-nose" gas chromatograph, equipped with a heated injector, solid sorbent trap with heater, flow restrictor, micro-splitter, matched pair of capillary columns with different polarities, two flame ionization detectors (FIDs), electronic pressure regulators and valves, Parker Balston FID gas generator (model FID-1000NA) for hydrogen gas and clean air supply, and gas Gast air compressor (model 2HAH-92F-M200X). • Combi PAL Autosampler fitted out for headspace or liquid injection and solid phase micro-extraction (SPME) operation with two sample trays, each for 32 vials (10 or 20 ml headspace vials), heated agitator, and a conditioning station for SPME fibers. • Data system software AlfaSoft v. 12 resides in a Dell Optiplex 780 computer, which is dedicated for the Heracles. The data system is used for instrument control, data acquisition, and post-run data manipulation tasks (data reduction, library creation, multivariate analyses, report generation, and printing numerical and graphical results). PURPOSE/OBJECTIVE The purpose and objective of this requirement is to provide preventive and corrective maintenance services for the Prometheus and Heracles E-nose systems to ensure uninterrupted operation of the systems. PROJECT REQUIREMENTS The Contractor shall perform the following tasks and provide the following deliverables. The FDA Contracting Officer's Technical Point of Contact (TPOC) will approve all tasks and deliverables. The Contractor shall provide preventive and corrective maintenance services and repairs as needed for good working order of these systems following Original Equipment Manufacturer (OEM) specifications, manuals, policies, procedures, and service bulletins, where applicable. Only OEM authorized trained, skilled, and experienced certified and licensed service engineers shall provide service maintenance to these systems. The Contractor shall provide comprehensive preventive maintenance services including sensor replacement, mass flow control (MFC) calibration as needed (Fox-4000), mass spectrometer tuning (FMS), leak integrity tests, repeatability of standard injections (Heracles), cleaning/testing of Autosamplers, and installation of new versions of software, as well as make any necessary repairs while performing preventive maintenance services. In particular, the Contractor shall provide or perform the following: • Unlimited hardware support services, which can be completed by phone with a response time of within two days of the initial request for support. • Two days of application support, which can be accomplished by phone or e-mail. • One day of technical training at the Contractor's site. • All necessary software updates and upgrades. • Parts: replacement and repair of all functional parts of both E-nose systems, including e-supportive gas providing instruments (clean air and hydrogen generators) and parts to fix hardware failures (consumables excluded). Unless otherwise indicated above or by the TPOC, the Contractor shall perform all service maintenance on-site at the E-nose systems location, which is in a FDA laboratory at the Dauphin Island Sea Lab, Shelby Building, Room 108, 101 Bienville Blvd., Dauphin Island, AL 36528. The Contractor shall perform on-site preventive maintenance at least once per year between April and July at an agreed upon time with the TPOC. The Contractor may perform the preventive maintenance and application support by a single service maintenance visit. The E-noses systems do not require pre-inspection because they have been under continuous preventive maintenance since the expiration of their warranty periods. ANTICIPATED PERIOD OF PERFORMANCE The FDA anticipates a base period of one year with four one year options. For each option period, the Contractor shall perform the same tasks and produce the same deliverables as delineated in the base period. The FDA anticipates an award date on or around August 30, 2013. OTHER IMPORTANT CONSIDERATIONS Qualifications: The Contractor shall propose demonstrated technical understanding of E-nose systems with an intimate knowledge of the structures, functions, tuning, and testing of the systems for satisfactory performance. The Contractor shall able to provide OEM certified and licensed service engineers with documented evidence that they have the knowledge, skills, and abilities to perform the above described maintenance. The Contractor shall have demonstrated familiarity with and the ability to supply and install all necessary software updates and upgrades, which requires access to Alpha MOS (i.e. OEM) proprietary information. Pricing and Payment: This requirement is anticipated to be a firm-fixed-price order, inclusive of all costs, such as labor, materials, parts (consumables excluded) and shipment of parts, and travel costs, with firm-fixed-price payment upon completion of the base and each option period, if the FDA decides to exercise the particular option. CAPABILITY STATEMENT/INFORMATION SOUGHT The FDA is requesting interested qualified small businesses to provide a capability statement showing their ability and willingness to complete this requirement electronically to Dan Feldman at daniel.g.feldman@fda.hhs.gov in a commonly used format, such as Microsoft Word or pdf. This capability statement shall be no more than five pages, excluding a cover page and table of contents, and shall include examples of successfully completing similar work, including a description of the similar work and client contact information. The FDA will be determining capability based on the ability to perform the tasks delineated above. Interested eligible small businesses shall also include company information to determine eligibility, including their contact information, Dun and Bradstreet (DUNS) number and size and business type (e.g. 8(a), HUBZone, etc.) based on the applicable NAICS code for the proposed acquisition (811219, Other Electronic and Precision Equipment Repair and Maintenance, Size Standard: $19 million). Entities have until 1:00 pm ET, Thursday, August 8, 2013 to respond to the FDA.
