- VA Notice of Proposed Contract Action - FEDBIZOPPS SPECIAL NOTICE VA247-13-I-1217 - Bond IHC System DESCRIPTION Department of Veterans Affairs, VISN 07, CNVA Medical Center, Pathology and Laboratory Medicine, in Augusta, GA plans to make award to Leica Microsystems, Inc. located at 1700 Leider Lane, Buffalo Grove, IL 60089 for a cost per test yearly contract for Bond III processing and fully automated Immunohistochemistries (IHC)and In-situ Hybridarzation(ISH) with continuous parallel processing. Leica Microsystems, Inc. has been identified as the only responsible source and no other supplies or services will satisfy agency requirements per FAR 6.302-1. Leica Microsystems, Inc., is a large business on open market. This contract needs to be in place by December 19, 2013. Anticipated purchase Provide fully automated Immunohistochemistries (IHC)and In-situ Hybridarzation(ISH) with continuous parallel processing. The Bond III fully automated IHC and ISH stainer has a few unique abilities that meet our facilities needs in patient care. The Bond III employs a highly specialized three robotic bulk dispensers and three individual staining trays for up to 50% faster turnaround time that would prevent delays in tests completion currently suffered and allows for continuous parallel processing. The space provided for 36 reagents on four trays provides flexibility to perform IHC and ISH with multiple detection systems at the same time. An additional separate ISH detection system is not needed in order to perform ISH staining enabling our facility to provide these test "in house" when we have not before, due to lack of substantial volumes needed to justify the cost of the kit. Reagent kits come from the company pre-loaded decreasing technical time and technical error. The Bond III is designed to optimize Lean workflows while reducing waste by automatically separating hazardous waste from buffer waste. Bulk solutions are utilized using less reagent and can be filled during a run increasing continuous flow. The flexible modularity enables seamless addition as the lab grows. Leica patented cover tile ensures gentle tissue care and low volume uniform reagent coverage preserving tissues and minimizing repeats(especially due to "washing" of tissue- a current problem!). The Leica Bond has a smaller "footprint" as compared to many of its competitors saving valuable floor space. No other IHC instrument offers all of the above qualities. In addition, this company can offer at no extra cost replacement cryostat and embedding center. The need to replace these instruments is great due to our instruments are outdated and are no longer supported by the manufacturer. The cryostat is used to perform STAT procedures in the operating area and the embedding center allows us to prepare tissues for sectioning. The system must provide continuous processing and flexibility to perform both IHC and ISH without the need of a complete addition detection kit for each. This capability would enable our lower volumes to fiscally afford additional tests as we grow. The system must have shorter processing times to allow for better turnaround times. The system should be shipped with detection reagents preloaded to increase efficiency and reduce operator error as well as have space for up to thirty six reagents. Bulk solutions must have continuous access to increase productivity and contribute to a better LEAN workflow. The system must have reduced waste and be separated by the system the hazardous waste from the inert. User maintenance and handling should be kept to a minimum and gentle tissue care to prevent loss of patient sample employed. Detection and staining must be consistent and accurate, while providing technical help available by phone and on-site for any issues that may arise. Cost per test should include supporting bulk solutions, bar code printer, labels, print ribbon, detection reagents and all other supporting items needed to use the stainer. All reagents should meet or exceed CLSI (Clinical and Laboratory Standards Institute) Standards and CAP (College of American Pathologists) regulatory Requirements. Vendor is to provide such QA certificates as needed and upon request. Vendor is to maintain integrity of the reagents during transport to CNVA Medical Center (during summer, winter, spring and fall seasons). The contract will have detailed information about the different reagents and supplies needed and the requirements for required temperature ranges. As the medical center mission changes, quantities may also change (increase). Shipping cost must be included in the price (i.e. FOB=destination). Vendor is expected to deliver all items on the contract within 2 days of request. For any items not available due to back order or shortage, the vendor shall provide a comparable product within five days of scheduled delivery date at no additional cost to the CNVA Medical Center. Shortage/backorder items must be limited to one item per month. Vendor shall provide all reagents with an extended expiration date. Vendor is expected to maintain enough stock on hand to avoid shortages. Failure to provide reagents as specified in the contract shall result in termination of this contract. Sales representative/Account manager is expected to visit or contact customer/laboratory periodically (monthly) to assess the service rendered and to prevent any issues with integrity and delivery of supplies. Immunohistochemistry staining is critical to patient care and there must not be an interruption in care. To ensure the confidentiality of the information being disposed, or transferred, Department of Veterans Affairs (VA) requires the proper sanitization of electronic storage media ( hard disk drive, floppy diskettes, compact disc(CD), DVD, etc.) which contains stored or processed sensitive and non sensitive VA information. At the end of the contract period, or prior to removal of System from VA property, contractor/vendor agrees for VA to remove and/or sanitize any electronic storage media which contains VA sensitive information at no additional cost to government. Any additional costs (such as usage fees, software update fees, and any other cost not included with the equipment/supply cost) must be specified in proposal. Vendor and their representatives shall be subject to the same federal laws, regulations, standards and VA policies as VA personnel, regarding information and information security. Volume discount pricing would be expected. Any additional costs such as software updates, usage fees, items needed to use the stainer and any other cost not included with equipment must be included in the proposal. Vendor must provide timely repair or replacement service for any defective parts. Vendor is to provide required all needed assistance and training with installation.
