- Solicitation Number: NWWG0110-13-WebMetrix Synopsis: The Department of Commerce, NOAA, National Weather Service (NWS), National Centers for Environmental Prediction (NCEP) intends to negotiate, on sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with NeuStar, Inc. NCEP request the purchase one year of Webmetrix by Neustar for external Web monitoring: Sites: 10, Locations: 10, Frequency: 15 min, Steps per Trans: 1, Browser Type: Emulated, Coverage OCUNUS, CONUS Rationale: Only one vendor has responded to this request for services in past RFQs. The services required by the agency are available from this one source and no other type of services will satisfy agency requirements. Only Neustar's Webmetrix provides the necessary monitoring and proven service track record. Neustar's Webmetrix supplies the best custom monitoring options and superior user interface. NCEP has tested several capacity planning products and manually gathered stats, Neustar's Webmetrix has been found the best value when taking reliability, speed, and support and in to account. NCEP has test with uptrends, ping.com and Neustar's Webmetrix and found Neustar's Webmetrix to be far superior for this application. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation that reflect meeting the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received within 10 days after publication of this synopsis. Information related to the potential availability of other sources that can fulfill this requirement must be received by the POC listed below no later than 5PM eastern time on Friday, August 15, 2013. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
