- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, NB688000-13-05265 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-67. (iv) This solicitation is issued under full and open competition. (v) This combined synopsis/solicitation is for the following commercial item(s): 0001: Electronic design automation (EDA) or computer aided design (CAD) software suite for simulation, analysis, design, and manufacturing microwave systems, microwave integrated circuits and monolithic microwave integrated circuits. One year license including maintenance, upgrades, support, etc. Qty 1 each. (vi) Description of requirements for the items to be acquired: The Time and Frequency Metrology Group is a part of the Time and Frequency Division of the National Institute of Standards and Technology (NIST). This group has the world's most advanced measurement and calibration facilities for characterizing modulation noise components in oscillators and frequency synthesizers. It engages in many activities to determine the cause of various kinds of electronic noise for the purpose of isolating and reducing it, leading to improved performance of components, instruments and techniques that are often necessary in new applications. This software suite will be used for testing of modulation noise theory, design of low noise components and AM/PM noise measurement systems. The ability to create designs for manufacturing in NIST new Precision Measurement Laboratory cleanroom facility is also an objective. General specifications. Electronic design automation (EDA) or computer aided design (CAD) software suite for simulation, analysis, design, and manufacturing microwave systems, microwave integrated circuits and monolithic microwave integrated circuits. All tools in the suite should seamlessly with each other without having to re-enter layouts or schematic into different tool formats. General specifications • A microwave EDA software suite. • Must include: o Circuit and system simulation o Layout for microwave printed circuit boards and monolithic microwave integrated circuits Detailed specifications • DC operation point • Time domain • Linear frequency domain • Multi-Rate Harmonic Balance • Circuit Envelope • Phase and Amplitude noise modeling • Yield predictions and optimization • High level system simulation with co-simulation of lower level circuit blocks System level simulations should support o Am and Pm noise o Cascaded Gain, Noise figure • 3D Planar electromagnetic solver o Method-of-Moments or similar o Accurate down to DC o Automatic adaptive meshing Circuit Entry and Layout • Schematic Entry • PCB/MIC/MMIC layout design entry • Schematic and layout should be integrated/coupled and support design rule checking. Must support design on: • Microwave Integrated circuits (MICs) • Monolithic MICs (MMICs) (small signal and RF power) • RF printed circuit boards (PCBs) • Integrated microwave assemblies • included) Must have accurate vendor model libraries available Optional but preferred: • Floating license will be preferred if price is competitive with node license. • Integrate seamlessly with our existing HFFS full 3D EM simulator licenses. • Co-simulation with 3d party software such as Matlab and Labview and other EM solvers • Same schematic/layout entry should work seamlessly across all simulators • Design rule checking/layout vs. schematic (DRC/LVS) • Be willing to accept an 2006 Version of Eagleware as a competitive trade-in for a price break. The Eagleware package includes: Core, Filter,EM Power Single layer, Synthesis, M/Filter, A/Filter, Equalize, Match, Oscillator, PLL, Signal Control • Include a compatible complete Modelithics library. • Support process design kits from multiple foundries (but not necessarily included) (vii) License and software download should be available within one week of award. (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) FAR 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. The Government will award a fixed price contract based on the following factors: Technical capability (capability of the item offered to meet the agency need), price and past performance. Technical capability will be evaluated by how well the proposed product(s) meet the Government requirement as stated in Paragraph (vi). Technical and past performance when combined are significantly more important than price. The Government reserves the right to make an award to other than the lowest-priced offeror if the superior technical submission or the submission indicating a reduced performance risk, warrants paying a premium. (x) The offeror must have completed the Online Representations and Certifications Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. Reps and certs must be uploaded to the System for Award Management at www.sam.gov. (xi) FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items applies to this acquisition.
