- The Naval Air Warfare Center, Aircraft Division (NAWCAD), Patuxent River, MD, intends to increase the ceiling for labor hours and dollars, as well as the number of pages for updates and conversion of hard copy technical manuals to various electronic media under the current 8(a) Technical Data Management contract N00421-09-D-0011 with ALUTIIQ 3SG, LLC, 3909 Arctic Blvd, STE 400, Anchorage, AK 99503-5710. This contract is a single award Indefinite Delivery Indefinite Quantity (IDIQ) type contract providing support services to AIR-6.8.5 in support of technical manual products and data utilized by the entire NAVAIR enterprise. Primary products include technical manuals (TMs), technical directives (TDs), technical data packages (TDPs), job performance aids (JPAs) weapon system configuration data, and other related logistics product data. The required tasks encompass acquisition support, modifications, development, quality assurance, sustainment, conversion, distribution, operation and management of technical libraries, repositories, data control centers, and related policy and process support, as well as logistics and information technology engineering analysis, management and development. This extension will allow the Government to utilize the contract through the end of its original period of performance (3 June 2014), and allow sufficient time to effectively process and award a competitive follow-on contract for the AIR-6.8.5 support effort. Since its inception in June 2009, usage of the current contract by various NAVAIR platforms and programs has increased beyond AIR-6.8.5's initial estimates. An increase to the level of effort under the current contract will sustain analytical efforts from the date the modification is executed through 2 June 2014, and allow for the time necessary to continue processing the competitive follow-on 8 (a) contract. The level of effort increase is estimated at 102,592 hours and 91,700 pages of updates and conversions to various electronic technical manuals. This action is consistent with the terms identified within this announcement upon the basis of the authority provided in 10.U.S.C 2304(c)(1) and implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Alutiiq has been successfully providing the required services under contract N00421-09-D-0011 since its inception, and is the only known 8(a) company with capability of immediately providing personnel with the requisite knowledge, skills, and abilities that will ensure there in no degradation or delay in providing technical data management to NAVAIR. Increasing the value of this existing contract with Alutiiq is the only means by which to ensure there will be no impact to current and ongoing technical data management support efforts from date of execution of this planned modification though 2 June 2014. Award of a separate contract for these services to a source other than Alutiiq would result in unacceptable delays in fulfilling agency requirements, a break in services, and possible duplication in costs.
